The enactment of law is not to be confused with the rule of law, and simply having a constitution does not guarantee political order. In Guinea-Bissau there have been calls to write a new constitution, but whether that helps Guinea-Bissau become a more stable country is questionable. Currently, there is a gap in the research of social science, history and political science examining how the processes of instability have unfolded in Guinea-Bissau. The Western media and policy analyses frequently give negate give portrayals of China’s presence in developing countries. This study, however, explores why China’s soft power succeeds in developing regions of the world. In particular, why is it that while China’s soft power is not quite universally accepted, it works in developing nations such as those in Africa? This paper makes the argument that the constructivist idea of identity is instrumental in understanding Chinese soft power within Africa. Civil wars have long been characterized in the comparative politics literature as having profoundly negative economic effects for both individual households and countries on a larger scale. However, variation in postwar economic outcomes indicates that conflict may indeed have some curative effects. I argue political settlements in the aftermath of civil wars can shape postwar economic outcomes by transforming institutions critical to agricultural productivity. The structure of the state postwar can shape land tenure security, local government participation, and the management of preexisting social divisions. The past decade has seen a global increase in scholarly and practitioner interests in memorialization and social memory studies. While memorialization initially gained social and political significance after the Holocaust, as it served as a symbol of recognition of the millions of victims, it gained increased recognition with the growth of the transitional justice field. Initially subsumed under the banner of symbolic reparations, memorialization has over the past few years become a transitional justice mechanism in its own right. Increasingly, victims turn toward memorialization as a mechanism for recognition, justice and healing, and more truth commissions are recommending memorialization as …
