Foreign aid represents about 1 percent of the United States federal budget, but it also represents a significant portion of many recipient countries’ gross domestic products. Although there has been substantial interest in foreign aid among international political economy researchers over the last decade or so, there are still few if any answers to the most basic questions: who gets foreign aid, how much, and is it effective? This paper studies the impact of foreign aid on economic growth in Latin America and the Caribbean and determines whether this relationship is conditional on institutional quality, utilizing an index of accountability. I examine whether or not accountability structures rather than fiscal policies as used in Craig Burnside and David Dollar's 2000 article “Aid, Policies, and Growth” are a better determinant for overall economic growth. Using a database spanning 1996 to 2008, this paper examines the relationship between foreign aid and economic growth in 19 Latin American and Caribbean countries and seeks a clear definition of institutional quality. Billions of dollars have been spent to promote democracy and economic freedom through U.S. foreign aid, but little is known about its impact. The National Endowment for Democracy (NED) is the leading U.S. organization that promotes democracy and economic freedom throughout the world. Since its founding, NED has been the subject of immense discussion and controversy. The goal of this dissertation is to provide insight into the promotion of democracy and economic freedom through an analysis of NED’s activities during the 1990s.
