Discussions surrounding the sources of power and authority that govern the social world have taken place since ancient times. Finally, in the latter half of the twentieth century, it appeared that this debate had been decisively resolved in favour of the view that governance was the preserve of governments. This was a consequence of the ascendance in the social sciences of methodologies that presupposed human activities to correspond to the territorial boundaries of sovereign states. This paper looks at how cosmopolitanism is practised amongst Singaporeans who have experienced Singapore’s education reform in the 1990s. Cosmopolitanism in Singapore is tied to state-intervention with a national orientation. To complement Singapore’s push towards cosmopolitanism, the education reform in the 1990s promoted the idea of a national citizen with a global orientation. I looked at 40 Singaporeans born after the year 1990 to investigate cosmopolitan attitudes that have emerged from the tensions between cosmopolitanism and nationalism. The management of Lake Victoria as a “regional common” is expected to adhere to the global principles of transboundary natural resource management. However, national interest and power asymmetry amongst riparian states buoyed by external demand have overwhelmed global and regional norms leading to incessant exploitation of the common resources. This paper uses idealist and realist perspectives of power relations to inform the analysis of conflicting interests in transboundary natural resource exploitation. During the 1990s tax havens and offshore financial centres (OFCs) were subject to a string of initiatives designed to raise their tax and regulatory regimes to accepted international standards. Many commentators forecast that this would lead to the demise of OFCs, a worry for the many small states whose economic well being depended heavily on the provision of offshore financial services. Despite this regulatory onslaught many small state OFCs have prospered in the new millennium. Public policy has been a prisoner of the word ‘state’”. The state is re-configured by globalization. Through ‘global public-private partnerships’ and ‘transnational executive networks’ new forms of authority are emerging through global and regional policy processes that co-exist alongside nation-state policy processes.
