Throughout its evolution, ASEAN has consistently maintained its attachment to the full respect of national sovereignty and the principle of non-interference in internal affairs, which translates into consensual decision-making, political rather than legally-binding agreements and the lack of sanctions for non-compliance. A major breakthrough in terms of institutionalisation came about with the signing of the ASEAN Charter of 2007, which has enhanced ASEAN’s standing as a rule-based organisation and approximated it somewhat to structures typical of the EU. Unfortunately, the persistence of consensual decision-making and non-confrontational habits has slowed down some of ASEAN’s integration projects and hindered the development of …

Today the relationship between the United States and Israel includes multiple bi‐lateral initiatives in the military, industrial, and private sectors. Israel is Americas most established ally in the Middle East and the two countries are known to possess a “special relationship” highly valued by the United States. Although diplomatic relations between the two countries drive both American and Israeli foreign policy in the Middle East today, following the establishment of the State of Israel the United States originally did not advance major aid and benefits to the new state. Plagued by diverging security interests, the United States and Iran have been unable to formally reestablish diplomatic relations since the Islamic Revolution of 1979. Since 1989, the political environment in Iran underwent drastic changes with the passing of Ayatollah Khomeini. For the next sixteen years Iranian presidents attempted to normalize relations with the U.S. through various political, economic and social initiatives. It appeared as though the hostile relationship between the two countries was slowly becoming friendly. The importance of social media as a tool of public diplomacy has gained traction in U.S. foreign policy initiatives. The Obama administration’s creation of “Diplomacy 2.0” has brought the use of Twitter and other social media sites to the front line of public diplomacy practices. This paper looks at why social media are an effective tool for two-way communication and how it can enhance U.S. public diplomacy initiatives. The author examines case studies of successful implementation of Twitter diplomacy and the use of Twitter for crisis management. This dissertation consists of four essays. These essays challenge and build on existing scholarly study, filling critical research gaps--normative, empirical, and practical. The dissertation's critical literature review (Essay 1) identifies limits and needs in the field, also serving to situate the other three essays. Essay 2 urges a more precise dialogue on academic competencies for intelligence students, also discussing issues associated with designing and evaluating academic intelligence curricula on the basis of ODNI Core Competencies. Nonstate actors, nongovernmental organizations, and diaspora communities are forming connections across national borders. These actors insert themselves into a wide range of decision-making processes, but it is unclear how states and international institutions enable or constrain transnational participation. This paper analyzes the existing partnership among nonstate actors, sovereign states, and the private sector. It discusses the World Economic Forum (WEF) and its annual meetings in Davos, Switzerland, and examines its ability to serve as a platform to combine the three different international actors and deal with global issues. National Image Of South Korea: Implications For Public Diplomacy, Dennis F. Kinsey, Myojung Chung

This study explores the national image of South Korea by employing Q methodology. A structured Q sample of 36 photos representing (1) culture, (2) history, (3) economy, (4) people, (5) place, and (6) political system of Korea was sorted by 30 participants (10 Koreans, 10 Korean-Americans, and 10 non-Koreans) from (-4) “most uncharacteristic of Korea” to (+4) “most characteristic of Korea.” Two factors emerged from the subsequent correlation and factor analysis of the 30 Q sorts representing distinct views of Korea: (A) Advanced economy and technology and (B) historical view emphasizing the political system. Chinese foreign policy is an extremely dynamic factor in today's world. One way of trying to describe Chinese foreign policy is by determining national role conceptions of Chinese leaders. The national role conception that Chinese leaders have plays an essential part in the development and implementation of Chinese foreign policy. The different conceptions of China's role in the international system, as determined by Chinese leaders, gives an important contribution to understanding the rise of China as a leading world power. Foreign aid represents about 1 percent of the United States federal budget, but it also represents a significant portion of many recipient countries’ gross domestic products. Although there has been substantial interest in foreign aid among international political economy researchers over the last decade or so, there are still few if any answers to the most basic questions: who gets foreign aid, how much, and is it effective? Through a combination of cross-national analyses and a quantitative case study of Afghanistan during the Taliban insurgency of 2003–2009, this dissertation seeks to advance our understanding of the utility of foreign aid …
