The Yakuza in Japan is a deeply traditional and infamous ethnic mafia, which has historically based their profits off of the protection of gambling rings and street vendors, but have developed into one of the most sophisticated and wealthy criminal institutions in the world. Reaching their peak in the 1960’s with around 200,000 members, the Yakuza has been in a slow decline ever since. This thesis investigates whether Japanese foreign policy has changed in response to the shifting power dynamic between Japan’s longtime ally, the United States of America, and China. In recent years, U.S. influence in the Asia-Pacific has waned while Chinese influence has inversely grown. It was hypothesized that Japanese foreign policy would become more agreeable with Chinese attitudes as a result. In an era when attention to reconstruction and preservation of the environment is crucial, this thesis looks at the effect that electoral institutions have on attention paid to the environmental policy issue dimension. Specifically, it looks at party manifestos and policies in post-1980 Germany and Japan to determine if specific electoral structures, such as the number of parties in a system, correlates with a greater amount of either attention paid to environmental policy in party platforms or in the actual passing of policy. This thesis examines possible diplomatic solutions that may have ceased United States-Japanese conflict throughout the late 1930s and 40s. The first chapter analyzes the declaration of the policy of unconditional surrender, and what this policy entailed. Despite Roosevelt claiming that the idea just came to him, it was a carefully developed policy, and was chosen to be enacted for a multitude of reasons. After the Casablanca conference in January 1943, unconditional surrender became a unifying policy and a politically smart policy in Roosevelt's favor. Many countries use aid as a political tool, but Japan is unique in that foreign aid is one of its most important foreign policy tools. Drawing from literature on donor motivations for aid-giving, this paper argues that the neo-realist view of aid-giving offers the best explanation for why Japan provides aid. More specifically, Japan’s aid-giving is motivated by its pursuit of economic and strategic goals. This underlying motive for aid-giving necessarily impacts how Japan provides aid and how it uses aid to respond to human rights violations in recipient countries.

This thesis explores how domestic factions and authoritarian regimes in Japan and Korea in the period from the 1850s to 1970s appropriated the concept of “modernity” to gain normative superiority over their competitors. The appropriating entity revised the concept of modernity to suit its own worldview. Across the case studies, the propaganda of modernity created a hierarchy that privileged those who are “more modern,” encouraged martial masculinity, and attached itself to existing domestic norms, such as ethno- nationalism. Under authoritarian regimes, modernity helped justify the mobilization of capital, manpower, and other critical resources in the name of nation-building or defense. …

This paper examines how national narratives of Japanese cuisine collide with the expectations, preferences, and perceptions of American consumers (particularly Northern California). The global economy has benefited the circulation of positive images of Japan managed by the Japanese government, but the commercialization of Japanese cuisine is also at odds with government efforts. In Japan, sushi is often synonymous with nigirizushi: sliced seafood and a daub of wasabi atop vinegared rice. As part of Japan’s washoku tradition, this singular image of sushi (allegedly) reflects the deepest essence of Japanese cultural sensibilities tied to simplicity, perfection, and nature. With the dissolution of the Soviet Union in 1991 and China’s restoration of capitalism, it is easy to dismiss the relevancy of socialism today. Yet, the Japanese Communist Party (JCP) has enjoyed success at the polls and recognition as a serious opponent of the government of Abe Shinzō. The JCP however is not making a push for power. In recent years, far right-wing political parties have gained power around the world. Far-right movements build a populist, anti-establishment support base through the use of ethno-nationalism and xenophobic policies and slogans. This article applies the models and party frames used to study European far-right movements and applies them to the case of the Liberal Democratic Party of Japan (LDP), a party whose policies under prime ministers Junichiro Koizumi and Shinzo Abe have pushed the party from having a center-right stance to having more of a far-right nationalist and populist one. The Asia Pacific power structure is facing numerous challenges. Scholarship demonstrates Japan has encountered arduous obstacles as it balances Chinese and North Korean activity. As Japan attempts to expand its military capabilities, polling data shows that defense policy has conflicted with Japan's citizens and neighboring countries. The focal point of these contentions is Article 9 of the Japanese constitution which restrains the Japanese military to self-defense purposes. This paper examines the response of NGOs to natural disasters, specifically in regards to collaboration efforts. The study utilizes a comparative case study methodology of most-similar design to look at three specific disasters- The Kashmir Earthquake, The Sichuan Earthquake, and The Japan Earthquake. Within each of these earthquakes the organizations Doctors Without Borders, the International Red Cross, and Oxfam International’s specific responses will be highlighted. The collaboration efforts will be examined utilizing general questions focusing on willingness to collaborate, commitment, and compatibility of objectives. Ultimately, this study found that all three components seem to be hypotheses worthy of further study.

This thesis analyzes Japan’s decision to use Dispute Settlement Mechanisms (DSMs) in trade agreements. International trade rules are effective when properly applied: they prevent abrogation of the obligations that come with membership in international economic organizations. The DSMs are important ways to enforce the international trade commitments agreed upon by signatory countries. To date, member countries have filed more than 500 cases through the World Trade Organization (WTO), effectively enforcing the rules of the largest multilateral trade organization. Punitive trade conflicts can be defined as trade wars between two states, retaliatory tariffs, or other forms of conflict, e.g. preventing the acquisition of foreign assets or sanctions for an undervalued exchange rate. In the aftermath of World War II, the Liberal Democratic Party of Japan followed Germany’s blueprint in fashioning a universal health coverage system. Comparisons to Germany’s welfare state during this same time period reveal markedly different social and mental health policy practices, as Germany’s Christian Democratic Union and Social Democratic Party cooperated toward progressive policies while the Liberal Democratic Party largely neglected social welfare expansion. The effect of these practices is reflected in budgetary provisions, institutionalization practices, and mental health epidemiology. Energy is critical to the functioning of the global economy and seriously impacts global security as well. What factors influence the extent to which countries will pursue nuclear energy in their overall mix of energy approaches? This dissertation explores this critical question by analyzing the nuclear energy policies of the United States, Germany and Japan. Rather than citizen opposition or proximity to nuclear disasters, it seems that a country's access to other resources through natural endowments or trading relationships offers the best explanation for nuclear energy pursuance.

This paper seeks to explain those sporadic periods of conflict using a dynamic theory. This theory posits that South Korean leadership power status coupled with Japanese action on sensitive issues will lead to a period of conflict.
