Intense growth in American Indian gaming over the past two and a half decades has resulted in suggestions of impact on non-Indian communities with a resulting growth in tribal-local government interaction. Although there is mounting evidence of both positive and negative socio-economic impacts on non-Indian communities as a result of Indian gaming operations, to date, there has been very little exploration of the actual fiscal impact on non-Indian governments as a result of these operations. The purpose of this dissertation is to establish the meaning and definition of postfeminism along with an assessment of whether it accurately represents the current era of thinking. It is an historical, descriptive, qualitative analysis of the feminist movement from its inception with the central focus on the newest strand of feminist thought, postfeminism. The progression toward these conclusions entails an outlining of the waves of feminism and the strands of thought within these eras as well as a discussion of third wave feminism, modern feminism and generational differences between the waves. In this dissertation I introduce an institutional approach for the research of the Chinese welfare state and the measure of people’s welfare benefit. I demonstrate that multiple institutional transitions due to the economic reforms initiated in the early 1980s have since dramatically changed the Chinese welfare state and the way welfare benefits are distributed. Multiple institutional transitions discussed in this dissertation are structural changes associated with the state-owned enterprise (SOE) reforms, the rapid industrialization, ever-growing urbanization, and large-scale decentralization of the fiscal system. This thesis compares the HIV/ AIDS policies in the United States of America and the United Kingdom since the emergence of the virus in 1981. Despite a privatized health care system in the U.S. and the universal system in the UK, which lie on opposite ends of the policy care spectrum, similar populations have recently emerged as those most in need of health care services, preventative programs, and financial assistance. Explaining The Ineffectiveness Of The Convention On The Prevention And Punishment Of The Crime Of Genocide: The Leadership Of The Hegemon, Betsy Lynn Montgomery

This thesis examines the role of the hegemon in the international response to genocide. The study looks specifically at the role of the United States and the post Cold War cases of genocide to determine how the United States encouraged or discouraged a response to genocide. By using the plausibility probe method, this study finds that the role of the hegemon is an important one that should be studied further to understand the impact of the hegemon on the international response to genocide.

After World War II, intrastate conflicts rapidly replaced interstate conflicts as the dominant threat to international peace and security, a trend that has become all the more evident in the post-Cold War era. Given the prevalence of civil wars, there is increasing awareness of the need for post-conflict settlement procedures, development of local capacity for conflict resolution, and long-term peacebuilding efforts. In his 1992 An Agenda for Peace, former UN Secretary General Boutros Boutros-Ghali encouraged the international community to take responsibility for the full range of post-conflict management roles by introducing ?post-conflict peace-building.? Since gaining independence, sub-Saharan Africa has experienced periods of internal conflict at higher rates than other regions. The region has also experienced protracted economic problems. Many African countries have implemented International Monetary Fund (IMF) programs designed to improve a state’s long-term economic viability. IMF conditionality, however, has led to a host of problems in sub-Saharan Africa that potentially increase the risk of experiencing internal conflict. The results of this research demonstrate that the implementation of the Enhanced Structural Adjustment Facility significantly increases a country’s risk of experiencing armed civil conflict. This work is an attempt to define a comprehensive contemporary model of the causes of wars of secession, state and illustrate its gaps, and develop new theories to accentuate and improve that model, and through comparative case studies perform some elementary tests of their validity. My theoretical paradigm is dependent on an assumption that the ultimate causes, as captured under the rubric of institutions and structures, of an event involving rational but free-willed human beings are inadequate to explaining the onset of radical, extraordinary politics in general and wars of secession in particular. The proposed research is a comparative case study of State governments that have attempted to repeal State legislative ‘term limits’ (N = 8). The study will examine the institutional processes and the behavior of political actors culminating in an institutional output in the form of legislative statutes and judicial decisions concerning the repeal of term limit legislation. Incorporating the use of wetlands as a technology to enhance water quality trading programs requires the consideration of many political, economic, ecological, and legal issues. It is desirable to include wetlands as a nutrient reducing practice in certain water quality trading programs because these wetlands can provide additional benefits, beyond those of other technologies, such as carbon dioxide sequestration and increased habitat area and biodiversity. Since the establishment of formal diplomatic relations between China and the ASEAN states following the end of the Cold War, Sino-ASEAN relations have widened and deepened considerably. This is surprising, considering that most ASEAN states viewed China as a revisionist power and threat to regional security during the Cold War and Vietnam and the Philippines have a history of armed conflict with China over as-of-yet unresolved territorial disputes in the South China Sea. In a time when record numbers of dollars are being spent on campaigns the unregulated dollars are flowing faster than ever. Hundreds of millions of dollars in independent expenditures are being used for “issue advocacy”, print and broadcast advertising, which does not expressly endorse or oppose a candidate for office. The one-time campaign finance ceiling has become the campaign finance basement. Ending Conflict: Raising The Costs Of Defection In African Failed States, Brian Crisher

This paper views the civil conflicts in African failed states through the lens of game theory. From the numerous peace agreements and cease-fires that have been broken in these conflicts, it is clear that defecting from such agreements,is often more profitable than abiding by them. Why is this so? Furthermore, what can be done to raise the costs of defection and therefore promote cooperation amongst the fighting parties? This paper proposes that the international community has the ability to do just this through one-sided intervention.

This paper examines actions of civil disobedience and the laws relevant to those actions. Each case study was tested against an operational definition of civil disobedience to see if these actions could be considered a legitimate expression of civil disobedience. The legitimacy of the laws was assessed through the use of two competing legal philosophies of H. L. A. Hart and Ronald Dworkin. Then, the public’s opinion of civil disobedience was measured through the use of polls and survey data. The results showed that the three cases did follow the guidelines of civil disobedience established by the literature, but the …

This paper analyzes the relationship between effective state intervention and Information Communications Technology (ICT) dissemination. I theorize that investment in ICT leads to benefits for all firms; without government intervention and incentives, firms will have little reason to invest substantially in this arena. I demonstrate how the collective action problem leads to a lack of private investment as highlighted by the prisoner’s dilemma game. I conduct a multi country regression test to ascertain the factors that influence the dissemination of IT.
