The office of Attorney General in New Mexico is a very powerful office but also a very restricted one. This study examines the various roles available to the Attorney general and the degree to which they are compatible or in conflict. The interplay of these roles is viewed as the basis for the influence exercised by the office and also the difficulties which it encounters. The Constitutional Convention of 1787 was greatly divided over the question of how to select the new nation's chief executive. The method finally adopted was a compromise between direct election and election by the national legislature and provided that individual states, as they saw fit, choose electors equal to the total number of Senators and Representatives. From the beginning, most of delegates considered the proposal awkward and irrational almost to the point of absurdity, but as they argued about it, they became convinced that it was then the only plan which could overcome the objections raised by other methods.

This thesis examines Colombian political ideology, as expressed through a body of political literature, in an effort to ascertain the presence of a Thomistic-Neo-Thomistic influence. That Thomistic influence is considered, for the purposes of this paper, to have a conservative effect on the political ideology of the nation.

This objective is undertaken first by the establishment of a model of Thomistic-Neo-Thomistic thought. The model draws together and explicates the basic elements of a medieval Catholic world view with respect to persistent political issues. The 1966 Republican Campaign in North Dakota discusses the efforts of the Party from May, 1965 through November, 1966. The pre-convention period illustrates the effort of the North Dakota Republicans to rebuild their organization after the 1964 defeat. Analysis of this effort is made with regard to finances, organization, and research.

This thesis is an investigation of interest group lobbying 1n the 1967 New Mexico State Legislature. Although the study principally describes interest group activity, a theoretical background of group study is its point of departure.

From a consideration of the group approach to politics, the research design of the investigation, which emphasizes personal 1nterv1ews, is developed. This design is then related to the geographical and political setting of the study, which includes social, political, and economic factors which affect lobbying. A distinction is made between nullification as a legal-theoretical doctrine and interposition as an operational-activist doctrine. Nullification and interposition are interpretations of the primary issue in popular government which is the question of the proper relationship between the majority and the minority. The federal principle is a compromise between the unitary principle and the confederate principle. Opposing positions grew out of this compromise which were best articulated on the one hand by John C. Calhoun and John Taylor of Caroline and on the other by Daniel Webster and John Marshall. The collective bargaining practices among Utah's council-manager municipalities was studied through a review of existing literature and two surveys, one of which focused upon the policies and practices of Utah's fourteen municipalities governed under the council-manager system and having a population of 2,000 or more. The second survey was a microcosmic study of Ogden City's collective bargaining practices as defined by administrators and employee representatives.

The first survey involving the collective bargaining practices of Utah's fourteen council-manager municipalities indicated that two factors were present. They are: (1) formal employee organizations existed in areas with the largest and densest population structures, …

A Comparative Study Of Utah's Primary Elections, Owen B. Daw

The advantage of the incumbent in gaining re-nomination and voter participation in primary elections was studied. Six states, Utah, Nevada, New Mexico, Oklahoma, Montana, and Washington were used as examples of different types of primaries during the years compared.

There seemed to be no significant difference in the voter participation between the open and closed primaries. The other factors which influence voting behavior affected voter turnout more than the type of primary did.

The incumbent advantage was slightly greater in the open primary, but not enough to be statistically significant.

As election day in 1948 drew nearer, political pollsters, pros and amateurs united in predicting victory for Thomas E. Dewey. Only underdog candidate President Truman and, as it turned out, the American electorate disagreed with this consensus.

At the end of 1947 Truman was considered certain for renomination by his party, and the Gallup Poll showed that he would easily defeat either of the two leading Republicans--Governor Dewey and Senator Taft. The 1900 elections have been little touched in historical studies of Utah. However 1900 was a year of special interest and deserves an examination. In that year a Special Election was held, all state offices were up for renewal and a Presidential Election took place.

The special election was necessary because B. H. Roberts had been denied his seat in the United States Congress. Roberts was excluded because he was a polygamist. The Roberts case threatened to revive gentile versus Mormon antipathies in Utah. However, the most puzzling aspect of the 1900 elections is connected with the presidential vote. In …
