This article reassesses the current paradigm of the presidential studies literature, which holds that presidents have limited capacity to act unilaterally or make policy decisions on their own. I explore how presidents have used executive orders as a way of implementing significant policies unilaterally.

A permanent international criminal court (ICC) was created by an international treaty signed on July 17, 1998 in Rome. This article is an analysis of the newly created ICC. In it we explore both the institutional weaknesses and strengths of the Court, as well as the sea of political realities within which the Court must navigate, and which ultimately will determine its effectiveness. Finally, we analyze the impact (i.e., advantages and disadvantages) of the Court on the U.S. national interest. At an address at Carleton University in 1995 Secretary General of the United Nations Boutros Boutros-Ghali declared the need for a “renaissance of international law” as nations face the new challenges of the post-Cold War world. According to Ghali, it is only through international law that the world can “secure a basis for cooperation” and “a lasting foundation for peace.”1 Aspirations for the realization of this lofty rhetoric have centered on the creation of a permanent international criminal court (PICC). This paper outlines a theory of project appraisal wherein the neoclassical premises of conventional cost-benefit analysis are replaced by their Keynesian counterparts. The paper shows how the social rate of return on investment, the private and social rates of discount, and other concepts used in cost-benefit analysis may be modified to take account of the income externalities generated by the multiplier, mark-up pricing, and the causal priority of investment over saving.

Mexico’s Federal Electoral Institute (IFE) suffers from a dualistic and ambiguous internal structure. On the one hand, the electoral codes confers considerable powers to the Institute’s administrative organs. On the other hand, it endows the General Council, IFE’s superior body of governance and oversight, with legal responsibilities so fundamental, comprehensive, and open that they tend to subvert administrative autonomy. According to the institutionalist interpretation offered in the present essay (on the basis of a series of open-ended interviews with leading representatives of the Institute), the General Council tries to resolve these structural contradictions to its benefit by recentralizing decision-making power. …

The primary aims of this paper are (a) to examine the importance of cultural norms and what part they play in requiring us to tolerate others out of respect, and (b) to formulate some guidelines designed to prescribe boundaries to liberty and tolerance conducive to safeguard the rights of individuals and, in turn, democracy. I argue that a liberal democracy can interfere in the business of its sub-cultures when some cultural norms subvert the basic principles upon which a liberal society is founded. Tench Coxe, a member of the second rank of this nation's Founders and a leading proponent of the Constitution and the Bill of Rights, wrote prolifically about the right to keep and bear arms. These candidates-Ruth Johnson and Dan Stratton-had much in common beyond the fact that neither had run previously for elected office. Both candidates had a strong and long-standing interest in politics and public affairs. The government of Northern Ireland from 1920 to 1972 represented a one-party government, or more appropriately, a segmental majority of unionism; Nationalist parties were perpetually unable to, as well as restricted from, achieving control of government. Political processes since then have been to compel Unionists to share power with others. There is more than one way to apply power sharing, with consociational (Lijphart 1977) or integrative (Horowitz 1985; 1991) elements. The result can be a more or less integrated society (Sisk 1996).

This article examines the single-issue party thesis for the specific case of contemporary extreme right parties (ERPs) and the immigration issue. I define the single-issue party as (l) having an electorate with no particular social structure; (2) being supported predominantly on the basis of one single issue; (3) lacking an ideological programme; and (4) addressing only one all-encompassing issue. On the basis of a comprehensive analysis of electoral studies and party literature the single-issue party thesis is rejected on all counts.
