This study explores a series of events that occurred in the spring of 1876. The relationship between the Indianapolis city government, the Marion County Courts, the Indianapolis Police Department, and the African American community came together to usher in changes never before envisioned. The Indianapolis Police Department (IPD) was formed in 1855, then disbanded 12 months later in a political dispute. From 1857-to-1876, the IPD was all white. These changes took place as the Reconstruction era was coming to a close. The first Ku Klux Klan was at its apex, terrorizing black communities, and Jim Crow was coming into its …

The debate over the effect of government structure is one of the most examined aspects of administration. At the municipal level, much of this work has focused on the structural reforms of the Progressive era. Three of these reforms –city managers, at-large elections, and non-partisan elections –were meant to make cities more professional and efficient. Three more –initiatives, referenda, and recalls –were meant to make cities more democratic. This thesis analyzes Japan’s decision to use Dispute Settlement Mechanisms (DSMs) in trade agreements. International trade rules are effective when properly applied: they prevent abrogation of the obligations that come with membership in international economic organizations. The DSMs are important ways to enforce the international trade commitments agreed upon by signatory countries. To date, member countries have filed more than 500 cases through the World Trade Organization (WTO), effectively enforcing the rules of the largest multilateral trade organization. Conscientious objection has a long tradition of legal and social recognition in America. It evolved as a subset of the constitutional free exercise of religion, and encompassed medical practice as well as the military after Roe v. Wade in 1973. Its constitutional protection abruptly changed with a Supreme Court case in 1990. Thereafter, medical conscientious objection – the exemption from performing certain acts by medical professionals – was regulated largely by legislation. Presidential approval ratings are a political resource that presidents and their advisors hope to influence through strategic action in order to achieve their policy goals (McAvoy 2008, 284). Through 1999, scholarly literature had largely ignored the president's use of unilateral powers. Since Moe and Howell (1999a, 1999b), however, the literature on the unilateral presidency has expanded rapidly. This thesis examines the effectiveness of the Northrop Grumman B-21 long range strike bomber in advancing the ability of U.S. policy makers to achieve national security objectives. The operational value of the B-21 is assessed through analysing its probable role in four hypothetical combat scenarios, and the relative effectiveness of the B-21 is measured alongside the potential performance of alternative systems. This dissertation sheds light on the role conservative governments play in promoting feminist policies despite an inherent tension between conservative principles and feminist claims. It is critical to focus on the process by which conservative governments adopt or reject feminist policies not only because we know little about the process, but also because conservative governments represent the least likely case. The effectiveness of development assistance is one of the most contested debates in international development studies. While some of its most ardent supporters consider aid as the key to solving the plight of the developing world (e.g. Sachs 2006), its opponents consider it as part of the problem rather than the solution (e.g. Moyo 2009). In 2015 Saudi Arabian women were for the first time in history granted political space through electoral suffrage. To evaluate whether the new political opening for Saudi Arabian women has improved women's rights and equality in the Kingdom, I sought to conduct interviews to acquire their views and attitudes. In the process my encounters with Saudi Arabian women revealed their fear, cautiousness, and unwillingness to participate politically, which impelled me to discover the relationship between women's political participation and political repression. This dissertation discussed Cuba's processes of economic reform and political liberalization, and their impact on Cuba's foreign policy's adaptation to the post-Cold War. The first part of the dissertation explains economic reform and political liberalization from the perspective of partial reform equilibrium as a result of the Cuban Communist Party's focus on domestic stability and international legitimacy. The second part of the dissertation focused on Cuba's foreign policy dynamics associated to the domestic reform, the changes in the international system after the end of the Cold War and the asymmetric conflict between Cuba and the United States.

This dissertation examines to what extent union-cooperative partnerships in the U.S. and S. Korea might revitalize labor movements and to what extent class-based narratives (or their absence) shape labor movements. Exploring competing labor ontologies, the dissertation analyzes how variants of traditional Marxism and poststructural thinking shape labor campaigns. Through a historical review of union and worker coop activism, and modern case studies of union-coop partnerships among taxi drivers and bus drivers, the dissertation analyzes the consequences of organizing "with" and "without" class narratives.

The obsolescence of war taxes in the United States after 1968 is a product of the state's increased institutional resiliency for war. Historically, war taxes were raised for purposes of revenue generation for contemporaneous war spending or wartime inflation control. The state's development of a robust tax system that provides high and automatically increasing revenues over time, along with monetary mechanisms for price stability, obviate the need for war taxes. This thesis specifically seeks to test whether partisanship plays a role in an individuals’ selection of their ideal communities. Using data from the Kinder Houston Area Survey from 1982–2013, this thesis tests the effect of partisan differences in willingness to pay for: maintaining current levels of local services, public schools, and access to healthcare. This motivation is seen perhaps most clearly in how voters view the economy -- citizens identifying with the incumbent party view the economy favorably, while those opposed to the incumbent party view the economy unfavorably.
