The Story Of Property: Meditations On Gentrification, Renaming, And Possibility, Rachel Brahinsky

Property is a story. We assign land and resources legal status, and we narrate this as ownership and power. The interlocking loans, credit, and debt from which housing markets are compiled are built through narratives about value and its origins. The urban landscape, which is made by those markets, is produced through a confluence of human decisions, made with information about conditions and access. This information is based in stories—stories about what will sell, whether risk is viable, and what constitutes risk itself. These interlocking stories produce processes such as gentrification, one of the key contemporary challenges of booming cities …

Imagine how our system of criminal justice might look different if one value ascended in the system's hierarchy of values: humility. Day to day, in my work, I do not see much humility among police officers, defense lawyers, prosecutors, probation agents, and judges. This is noteworthy, given how unavoidability uncertain--or at least contestable or close--many of the outcomes in our trial and appellate courts are to an objective eye. This article considers how the recent Bay Area turmoil spurred by the technology boom and its attendant housing crisis has revived age-old tensions over regionalism and ethics in urban politics. The author looks at activist tendencies evident in the rise of an “ethical city” framework, which benefits from alternative uses of technology, and which offers a counter-narrative to the ways that tech wealth is also uprooting communities.

This paper builds on a dialogue between barrio planners and municipal planners on spatial and economic changes in San Francisco’s Mission District. The Mission is a predominantly Latino neighborhood with vibrant streets that have reflected and been transformed by the investments and displacement of recent decades. Though the Mission has seen tremendous upheaval with the influx of new capital and communities, this paper contends that efforts of community members shaped the development of the neighborhood with street-level planning expertise. A system delivering weather details via short message service (SMS) to farmers in Kenya makes use of traditional and modern forecasting methods, alerting them to periods of heavy rain or drought. The IGAD Climate Prediction and Applications Centre (ICPAC), a climate research institute representing seven east African countries, is working on a system using cell phones to help farmers address the negative impacts of climate change. The new system makes use of the Nganyi's traditional forecasting techniques combined with data from the Kenya Meteorological Department (KMD). The Congress Party, although in a strong position to improve matters in 2010, generally proved disappointing, especially in the realm of governance and public policy. However, Indian authorities did demonstrate the ability to manage the economy well in a challenging international economic climate. The past year was a momentous one for India. The country navigated through the shoals of an unprecedented global financial crisis with only modest negative impact, and successfully continued the world’s largest exercise in democracy. The 15th general election in April-May 2009 saw the venerable Congress Party return to power with a large mandate. On the external front, although ties between India and the Obama administration have been friendly, real concerns remain about the future trajectory of Indo-U.S. relations. Relations with Pakistan and China also remain testy.

When sovereign debt restructuring or debt reduction becomes unavoidable, what is the appropriate regime that can provide for an orderly restructuring, while at the same time protecting the rights of both creditors and the debtor? The recent wave of sovereign default has underscored the limits of the current market-based regime. This article examines the Latin American and Caribbean Feminist Encuentros as critical transnational sites for the collective re-imagining of feminist politics in the region. Paying special attention to the most recent regional gathering, held in Juan Dolio, Dominican Republic in 1999, we analyze the major political and philosophical debates that have emerged during twenty years of Encuentros: 1) shifting conceptions of movement "autonomy" and feminisms' relationship to the larger women's movement and to other actors in civil and political society, the State, and international institutions; 2) controversies generated by the movements' recurrent "crises of inclusion" and "crises of expansion"; and …

Despite the considerable attention the popular press has devoted to the question of teacher shortages, there have been surprisingly few attempts to systematically measure the size and nature of the problem. This article attempts to estimate the size and nature of the celebrated teacher shortage of the late 1990s by using data from the U.S. Department of Education’s 1999-00 School and Staffing Survey. While limitations of the SASS data do not allow us to directly estimate the absolute size of the shortage, they do allow us investigate its relative impact. Assessing The Third Transition In Latin American Democratization: Representational Regimes And Civil Society In Argentina And Brazil, Elisabeth Jay Friedman, Kathryn Hochstetler

Recent political and economic transitions in Latin America have shaped a third transition in the nature of civil society and democratic representation. The conceptual territory of democratic representational regimes can be mapped out in four theoretical patterns of state-society relations: adversarial, delegative, deliberative, and cooptive. A comparison of representational regimes in state-society relations in Argentina and Brazil shows a shift in civil society towards organization in nongovernmental organizations, in addition to social movements. Despite this common characteristic, the different emerging representational regimes in these two countries carry different implications for the quality of democracy.

In this article, we evaluate whether Latin American participation in international arenas reinforces traditional divides between state and society in global politics or transforms state-society relations in ways compatible with the concept of global civil society. We examine the participation and interaction of Latin American nongovernmental organizations and states at three recent United Nations conferences: the 1992 UN Conference on Environment and Development, the 1993 World Conference on Human Rights, and the 1995 Fourth World Conference on Women. We conclude that Latin Americans are full participants in any emerging global civil society. Their experiences at the 1990s issue conferences closely …
