This paper examines two practices – the Roman Catholic Practice of Eucharist and the game Dungeons and Dragons – to show how social critique can be mounted from within a practice. It begins by relating Alasdair MacIntyre’s notion of tradition to his earlier analysis of ideology and to the notion of ideology in general. The paper then tackles two dominant forms of ideology – Commodity Fetishism and Scientism – and shows how both Eucharist and Dungeons and Dragons promote critical thinking to resist those ideologies. The article uses evidence from an original survey of 200 top Commission officials to highlight the schizophrenic nature of the Kinnock reforms. It shows that the push toward the ‘modernization’ of the Commission has been accompanied by a trend towards ‘bureaucratization’. The findings of the survey challenge the dominant view that the reform project was largely a move toward the institutional paradigm set by new public management (NPM). Based on the views of top Commission officials, the reforms can best be described as a marriage of ‘Weberian-bureaucratic’ and NPM ideas. Legislative efforts to delegate zoning power to public land and ocean management agencies have generally proven unsuccessful. When given the power to create uniform-use areas such as parks and wilderness areas within their broader jurisdictions, agencies either have opted not to exercise it or have been extremely hesitant to do so. The tepid administrative response to zoning is not surprising. Zoning decisions are politically charged, are likely to offend powerful, concentrated interest groups, and erode the discretion that is the core of agency power. This article critically examines the Disability Act 2005 which regulates access to public services for disabled people in Ireland. We examine the competing conceptions of disability rights advanced by the government and the disability sector during the debate on the legislation and offer an interpretation of disability rights as the justiciable right to challenge. The Disability Act 2005 is then evaluated in light of the proposed framework. We outline a number of ways in which the absence of a justiciable right to challenge fails to safeguard the dignity, empowerment and participation of disabled people. While a large literature exists on the siting of controversial facilities, few theories about spatial location have been tested on large samples. Using a new dataset from Japan, this paper demonstrates that state agencies choose localities judged weakest in local civil society as host communities for controversial projects. In some cases, powerful politicians deliberately seek to have facilities such as nuclear power plants, dams, and airports placed in their home constituency. This paper then explores new territory: how demographic, political, and civil society factors impact the outcomes of siting attempts. It finds that the strength of local civil society impacts …

Public policy has been a prisoner of the word ‘state’”. The state is re-configured by globalization. Through ‘global public-private partnerships’ and ‘transnational executive networks’ new forms of authority are emerging through global and regional policy processes that co-exist alongside nation-state policy processes. Accordingly, this paper asks what is ‘global public policy’? The first part of the paper identifies new public spaces where global policies occur.
