Disaster Communication Governance And Public Trust: The Case Of Tepco, Akemi Takeoka Chatfield, Mary Barrett

The International Risk Governance Council (IRGC) Risk Governance Framework identifies five inter-dependent phases, of which the final phase, Communication, is of the utmost importance because effective communication is the key to creating public trust in disaster risk management. Extant government reports on the 2005 Hurricane Katrina and the 2009 Victoria bushfires in Australia (2009 Victorian Bushfires Royal Commission 2010) provide evidence that disaster communication governance deficits contribute to the slow disaster response and recovery operations and the erosion of public trust in government disaster management.

Communication: New Insight Into The Barrier Governing Co2 Formation From Oh + Co, Christopher J. Johnson, Berwyck L. Poad, Ben B. Shen, Robert E. Continetti

Despite its relative simplicity, the role of tunneling in the reaction OH + CO → H + CO(2) has eluded the quantitative predictive powers of theoretical reaction dynamics. In this study a one-dimensional effective barrier to the formation of H + CO(2) from the HOCO intermediate is directly extracted from dissociative photodetachment experiments on HOCO and DOCO. Comparison of this barrier to a computed minimum-energy barrier shows that tunneling deviates significantly from the calculated minimum-energy pathway, predicting product internal energy distributions that match those found in the experiment and tunneling lifetimes short enough to contribute significantly to the overall reaction. …

The paper discusses critical factors for the successful introduction of information and communication technologies (ICT) into health care organisations. The proven evidence around the world suggests that introducing health ICT is a mutual transformation process that actively involves people, organisation and technology. The key people factors include personal attributes of the change agent, user ownership and positive user attitudes. Cooperative communication has been intensively considered for general wireless and sensor networks. However, it has been almost untouched in Space-Time-Frequency Coded Multi-band OFDM Ultra-Wideband (STFC MB-OFDM UWB) systems. This paper thus proposes two cross-layer designs for cooperative communication, namely Simple Cooperative Communication Scheme (SCCS) and Advanced Cooperative Communication Scheme (ACCS), in slow fading scenarios. In the former, nodes always cooperate with one another despite the possibly erroneous reception at the partner nodes, while in the latter, nodes cooperate only in the case of successful reception. Though cooperative communication has been intensively examined for general wireless systems, such as mobile and ad-hoc networks, it has been almost unexplored in the case of Space-Time-Frequency Coded Multi-band OFDM Ultra-Wideband (STFC MB-OFDM UWB). This paper proposes a framework of cooperative communication in such systems where nodes are equipped with only one antenna. Simulation results show that cooperative communication might, in some cases, provide better error performance than non-cooperative communication without any additional transmission power.
