Trust, Collaboration, And Financial Return In Conservation/Development Partnerships, New England Environmental Finance Center

In early 2002 the New England Environmental Finance Center hosted a series of roundtable discussions among municipal officials, residential developers, land trust representatives, and others about "Innovative Approaches to Land Conservation and Smart Growth". Among our observations was that for many of the over 20 conservation/development partnerships we discussed in the series, creation and maintenance of trust was central to success or failure of various stages of the partnership. This suggested a link between creation of trust and financial return for traditionally opposed project partners.

This is the final Report from Phase II of the 2003 Utah Department of Transportation (UDOT) Benchmark Study. The study involved two phases and the USU research team produced two final reports, one for each phase of the research project, and an overarching Executive Summary. The purposes of the 2003 UDOT Benchmark Study conducted by Utah State University (USU) were to provide the Utah Department of Transportation (UDOT) with information for use in its statewide, long-range transportation plan and to provide benchmark data for tracking trends over time. The Las Vegas Wash (Wash) is the primary drainage for the metropolitan Las Vegas Valley, eventually finding its way into the Colorado River watershed system. Pursuant to the recommendations of the Water Quality Citizens Advisory Committee, the Las Vegas Wash Coordination Committee (LVWCC) was formed in 1998 to develop a comprehensive plan for the long-term stabilization and management of the Wash. The rapid development of location-determining technologies has enabled tracking of people or objects more accurately than ever before and the volume and extent of tracking has increased dramatically over time. Within the broader domain of tracking technologies, location-based services (LBS) are a subset of capabilities that allow users to access information relative to their own physical location. However, the personal location information generated by such technologies is at risk of being misused or abused unless protection capabilities are built into the design of such systems. Landscapes held in public trust are difficult to manage; a living National Monument subject to increased public use presents additional challenges. These landscapes are subject to regional and global effects outside the manager's control, such as global climate change and air pollution. They are also subject to innumerable local variables, most of whose effects are difficult to predict. The giant sequoia groves and their surrounding ecosystem are fiercely loved by many; although the goals may be broadly similar, the objectives and policies of these giant sequoia lovers are often sharply at odds.

Sprawl is neither the ordained nor the inevitable outcome upon the New England landscape. A coordinated response to sprawl by the public and private sectors is possible, and could dramatically improve land use patterns and reduce the cost of local government. For the New England states, such a response would include, among other elements, legislation to eliminate existing gaps in the land use laws of each state – gaps that presently encourage or sanction sprawling development. It would also include incentives for municipalities to think beyond their borders and to act with greater efficiency and effect. It is the purpose …

The chance to view wildlife draws millions of visitors each year to the national parks of North America. The combination of a large number of people and abundant wildlife leads to a variety of wildlife-human interactions. In this paper we explore the nature of those wildlife-human interactions, theoretical frameworks social scientists are using to understand those interactions, and approaches used by national parks across North America to manage those interactions.

Specialized computer programs for Qualitative Research in social sciences have greatly changed ways of doing QR, the reliability and comprehensiveness of results, the ability to inspect and challenge a researcher’s working, and the relationship with quantitative methods in social research. This article explores these claims in the context of N6 (NUD*IST) and NVivo, the two programs designed by the authors; and considers possible future developments in the field.

The purpose of this paper is to evaluate the cost and efficiency of four remediation methods, natural attenuation, permeable reactive barriers, pump and treat systems, and bioremediation, and to determine the best suitable method for preventing further environmental degradation from the abandoned Jones-Kincaid Mine (JKM), located within the Pyramid Mining District, Washoe County, Nevada.

Problems from abandoned mine sites may be divided into four types: water quality, public safety, economic concerns, and scenic interests. The purpose of this analysis is to inventory the present assemblage of natural resources in the vicinity of the Gulf River estuary as well as to provide information on land use, recreational use, and pollution threats and concerns. The inventory summarizes existing research and the knowledge and experience of local experts and residents who are most familiar with the Gulf River’s natural environment. It could be used as the first step toward producing a resource management plan for the Gulf River estuary.

There are both internal and external pressures on the U.S. Department of Energy to reduce the estimated costs of isolating radioactive waste, $19 billion for transuranic waste at Waste Isolation Pilot Plant (WIPP) and $57 billion for high level waste at Yucca Mountain. The question arises whether economic analyses would add to the decision-making process to reduce costs yet maintain the same level of radiological protection. This paper examines the advantages and disadvantages of using cost-benefit analysis (CBA), a tool used to measure economic efficiency as an input for these decisions. Community concerns regarding natural resource management may be addressed in several forms. The community may participate as part of the public in the management process; community concerns may be included in social impact assessment; and communities may directly participate as managers of resources whether on their own or in conjunction with higher levels of government. In fisheries, typically community concerns are addressed through social impact assessment which is perceived to be lacking in social theory, history, and often effect (Boggs 1994, Little and Krannich 1989). Focusing on how Maine reflected, as well as stood out from national trends in the development of wind and solar energy, this study concentrates particularly on how Maine state government and environmental groups contributed to this development, as well as on the technological progress of these energy sources. It draws primarily on state government documents, newspapers, and periodicals for evidence. This paper evaluates a new form of public participation in environmental monitoring and regulation advanced through local bucket brigades, which allow community members to sample air emissions near industrial facilities. These brigades represent a new form of community environmental policing, in which residents participate in collecting, analyzing, and deploying environmental information, and more importantly, in an array of public policy dialogues. Use of this sampling technology has had marked effects on local residents' perceptions and participation in emergency response and citizens' right-to-know.
