This dissertation examined the effects of the inferencing reading strategy using a emotionally charged instruction for students from countries who do not speak English as their first language. A quasi-experimental study applying quantitative research methods to collect data from the two sections of Level four Reading classes during a ten week period in the fall of 2017. There was one session of instructor coaching which lasted for four hours, a shared google document and several hours of telephone conversations. Through autoethnographic research, I conduct an intimate investigation into my experience as a sojourner college student in West Germany to see how my emotive response to that experience and its associated sense of self work to generate a deeper and more empathetic understanding of my role as an English as a second language (ESL) professional. I employ a layered account whereby I weave personal narrative, poetry, and sketching into academic writing so as to reach the emotive core of the research. Equal educational opportunity for English language learners (ELLs) has been a goal of the public educational system in the United States. Language policy reforms have increasedaccountability in order for schools to improve student achievement and measure the progress of ELLs. The No Child Left Behind Act (NCLB) requires assessment and accountability. In this study, the number of ELLs has increased significantly at the high school level and school district as a whole.
Along with the changing demographics, the findings reveal a district-wide policy of equalizing educational opportunity through equal treatment. Language policies provide critical decisions about how to measure what …
