Increasing the education levels of an organization is a common response when attempting to improve organizational performance; however, organizational performance improvements are seldom found when the current and future workforce education levels are unknown. In this research, absorbing Markov chains are used to probabilistically forecast the educational composition of the Air Force Materiel Command civilian workforce to enable organizational performance improvements. Through the purposeful decoupling of effects resulting from recent workforce arrivals and education level progressions, this research attempts to determine the implications that stationarity assumptions have throughout the model development process of an absorbing Markov chain. The U.S. military has placed a strong focus on the importance of operating in a joint environment, where capabilities and missions are shared between service components. Protecting U.S. forces is a major consideration in the joint environment. The Joint Force Protection Advanced Security System (JFPASS) architecture has been created to fill a critical gap in Joint Force Protection guidance for systems acquisition. Effectiveness measures provide decision makers feedback on the impact of deliberate actions and affect critical issues such as allocation of scarce resources, as well as whether to maintain or change existing strategy. Currently, however, there is no formal foundation for formulating effectiveness measures. This research presents a new framework for effectiveness measurement from both a theoretical and practical view. First, accepted effects-based principles, as well as fundamental measurement concepts are combined into a general, domain independent, effectiveness measurement methodology.
