Walter Lippmann’s classic work, Public Opinion, crystallized thinking about the dynamic relationship between the press and public opinion, and clarified the role of each in democracy. Evaluations of that book, however, tend to be one-dimensional. Public Opinion captured just one iteration of his thinking on the subject, not his final statement on the matter. A comprehensive survey of his writing reveals Lippmann’s views on the press and public opinion were not static, yet the attention Public Opinion receives continues to overshadow his other works; his evolving views on the press and public opinion are rarely mentioned. This study sought to fill in a gap in civic journalism research by considering its implications for community newspapers, those small, locally oriented publications that serve rural and suburban communities throughout the country. In particular, this study posed the argument that such newspapers may have advantages in pursuing civic journalism, and that these approaches may especially benefit newspapers in high-growth communities. This thesis focuses on Louisiana Governor Kathleen Babineaux Blanco’s press strategies. The first section of the paper provides the standard and documented description of the role and press strategy for a governor. The second section provides a background of the responsibility of the press within a democratic society in the context of the Social Responsibility Theory. The third section examines what elements define a press/politico relationship and what defines positive and negative aspects related to this type of relationship. This study's primary focus is to determine if the White House press corps acted more deferential to President Bush and his agenda after September 11, 2001, and if so, to see how long the period of decreased adversarial relations lasted. This purpose is accomplished through a content analysis of 37 White House press briefings, conducted by then White House Press Secretary Ari Fleischer, examining press-briefing questions three months before, on, directly following, and three months after September 11 according to four dimensions of adversarial relations: initiative, directness, assertiveness, and hostility.
