The Atlantic States Marine Fisheries Commission (ASMFC) adopted the Interstate Fishery Management Plan (hereafter referred to as FMP) for the American Eel in November 1999. The FMP focuses on increasing the state’s efforts to collect data on the resource and the fishery it supports through both fishery-dependent and fishery-independent studies. To this end, member jurisdictions (including Virginia) agreed to implement an annual abundance survey for young of year (YOY) American eels. Deterministic data envelopment analysis (DEA) and stochastic pro- duction frontier (SPF) models are alternative methods for estimating capacity in fisheries. Fishery managers should be aware of likely differences in the capacity estimates obtained from these approaches if such estimates are to be used to support capacity reduction programs. In this paper, we provide a comparative analysis of DEA and SPF capacity estimates for a variety of possible capacity concepts using a panel data set for 10 vessels in the U.S. Northwest Atlantic scallop fishery. We find that DEA capacity output measures are higher than cor- responding SPF measures, but that …

The Chesapeake Bay, named Chesepiooc, the “great shellfish bay,” by the Algonquin speaking native Americans of the region, was once one of the most productive oyster (Crassostrea virginica) producing estuaries in the world. With the advent of canning and the development of the railroad system, huge national and international markets were established for Chesapeake Bay oysters (United States Secretary of the Interior 1866,Wennerston 1981). From 1894 to 1912 annual oyster harvests in Virginia alone ranged from 5 to 7.5 million bushels (Hargis and Haven 1988).
