This report serves as a 2021 snapshot of key issues and concerns with Utah’s shared resources. It highlights gathered data that is available to provide context to these issues, as well as identifies areas where more study is needed. Addressing these challenges will enable Utah policymakers and other statewide leaders to make informed decisions for the future. Under the authorship of 43 researchers and experts and the general guidance of 32 advisory committee members, the report outlines 25 issues and trends to pay attention to in the coming months and years.

In the period 1880 to 1940. the blue crab fisheries of Chesapeake Bay evolved from a relati\·ely small industry to one having a significant economic impact on watennen, processors and shippers, and the coastal communities, and the need for studied legislation and administration of the industry. The growth of the fishery resulted also in a need for well thought out science based on legislation and administrati011 of the fishery. Complex biotic communities which have lately been recognized as being of vital importance to aquatic and upland ecosystems have evolved at Virginia's land-water interface. Most obvious are the beaches and vast intertidal stands of halophytic (salt-tolerant) plants on the periphery of the Atlantic Ocean, Chesapeake Bay and their subordinate estuaries. Less obvious, but no less important, are nonvegetated intertidal flats and coastal freshwater marshes. Inland swamps and freshwater marshes complete the inventory; though more limited in extent than their coastal analog.
