The New Media Coalition at the University of Iowa consists of six campus units working together in support of instructional software and digital media development. Still in its experimental first year, the coalition is made up of mid-level partners in the University's organizational structure who collaborate on campuswide new media events, share ideas and new developments, and turn to each other as a "favor clearinghouse." Existing outside the bureaucracy, this informal coalition is predicated on each partner's willingness to "play well together in the sandbox."

In 1998, a comprehensive study was conducted of the monograph collections of the twenty-eight public community colleges in Florida. This article reports the findings of that study with respect to median age and currency of resources. The rationale for the interpretation of the findings in the Florida Community College Collection Assessment Project is congruent with the philosophy that college collections should emphasize the instructional and curricular needs of students and, therefore, that the collections should emphasize current resources rather than retrospective depth. Ranking Serials In Ocenography: An Analysis Based On The Indian Contributions And Their Citations, Tapaswi M. P, Maheswarappa B. S

An analysis of serials preferred and cited in various communications by the Indian oceanographers during 1963 to 1992 is presented. A shift in preference of serials from general sciences to oceanography (interdisciplinary) and to core subject in oceanography is noticed. The contributions to Indian serials showed a decrease. The implications of this trend are discussed. The rank list of serials cited by Indian oceanographers was correlated with the rank list of serials cited at international level. A negative correlation with a marginal difference of-0.214 is observed between these two rank lists. This difference is attributed to studies from different geographical …

Mental health parity legislation could substantially reduce the degree to which financial responsibility for the treatment of mental illness is shifted to government, especially state and local government. There is substantial evidence that both mental health and addictions treatment is effective in reducing the utilization and costs of medical services. There appears to be a lack of substantial evidence to discourage Florida from pursuing mental health and substance abuse parity legislation.

In Canada, the West Vancouver School Board proposed 13 propositions about the selection, management, and effective use of information technology. For each proposition, the senior management included a full outline of the current status, a plan of action, the name of the staff member responsible, and a time line. The primary focus of collection evaluation and assessment has been the subjective judgment of the strengths and weaknesses of library collections. The process has generally been a local application, often utilizing peer group comparative data. Quantitative collection analysis to support the subjective processes of collection evaluation and assessment is now almost universally conducted through extraction of data from local systems or network databases. National collecting patterns can be studied through the use of data extracted from the bibliographic utilities. The Florida Community College Assessment Project is the first reported statewide assessment for community college collections using quantitative data extracted from a network information system. The collection analysis is based upon bibliometric data extracted from LINCC, the Library Information Network for Community Colleges in Florida. The analysis of the aggregated resources base by imprint year shows that the resources of Florida community colleges are significantly out of date with outdated materials prevalent in all major subject divisions including the sciences and health sciences. This article addresses the assertion, advanced by the Depository Library Council (DLC) to the Public Printer, that James Madison's political writings serve as the ideological underpinning for the Federal Depository Library Program. In ascertaining the validity of the DLC's claim, this article reviews the evolution of Anglo-American thought regarding the concept of an informed citizenry, and concludes by suggesting persons who may rightfully be considered the harbingers of a federal depository library program

Do Peer-Reviewed Journal Papers Result From Meeting Abstracts Of The Biennial Conference On The Biology Of Marine Mammals?, James Bird, Mary Bird

Peer-reviewed publication is at the core of scientific communication. However, with the exception of biomedicine, there has been little analysis of the rate of peer-reviewed publication resulting from conference abstracts. This study examined a random sample of abstracts from the 1989 and 1991 Biennial Conferences on the Biology of Marine Mammals to determine how many were published as peer-reviewed papers. Publication rates were 51.4% (±4.7%) and 51.2% (±4.6%), respectively. This low abstract-to-publication rate, coupled with editorial policies prohibiting citation of conference abstracts in some journals, limits access to recent research, and thus affects the vibrance of the discipline.
