Each year, crime claims more than forty million victims in the United States. This is a really staggering statistic. One in five Americans, almost, are victims of some sort of crime every year in this country. For these Americans, crime is more than just a statistic; it is a sobering and often devastating personal experience, inflicting physical and mental disability, property loss or damage, financial hardship, and severe and sometimes permanent disruption to personal lives. Our purposes are to begin to discuss the California Youth Authority, its policies, its programs, and consistent with the agenda, we are going to be talking about essentially the parole decisions and policies associated with that, the early release policies which have already started being developed, the day pass issue that is used by the Youth Authority and I think quite properly the issues of public safety associated with that are to be discussed.

The subcommittee has called this hearing today for the purpose of examining the crisis of diminishing resources which currently affect programs and services in Los Angeles County and throughout the State. Local governments, in the wake of Proposition 13, have reduced expenditures for many important functions, including criminal justice functions. Probation departments in this process have been particularly vulnerable to reductions in programs and staffing and have received ·heavier cuts than other criminal justice agencies. The decline in probation resources raises important questions about the future role of probation in the criminal justice process. Among the most important of these …

I am pleased to present this Preliminary Report on the operation of the California Victim/Witness Assistance Program. This program is funded persuant to Chapter 713 of 1979 Statutes (SB 383, Smith) and under the requirements of Chapter 1256 of 1977 Statutes (AB 1434, Gage). This report discusses the program•s implementation and a preliminary assessment covering the period through December 30, 1980.
The basic goal of this program is to encourage and strengthen efforts to assist victims and witnesses of all types of crime. This report details the history of this concept and the innovative efforts undertaken in California to meet …

The Privacy Protection Act Of 1980: Curbing Unrestricted Third-Party Searches In The Wake Of Zurcher V. Stanford Daily, Jose M. Sariego
University of Michigan Journal of Law Reform
This article analyzes the Privacy Protection Act as a response to Zurcher. Part I discusses the Zurcher decision and its effect on First and Fourth Amendment rights, as well as its impact on state testimonial privileges. Part II critically examines key features of the statute, focusing on the parties and materials protected, the police practices regulated, the remedies provided for violations, and the Act's constitutional underpinnings. Part II also offers suggestions for remedying the problems the Act currently presents. The article concludes that the Privacy Protection Act, while a necessary first step to minimizing the impact of Zurcher, is …

All bills enacted during 1981 will become effective January 1, 1982 unless they are urgency measures or were made inoperative. The summaries of the urgency measures specifiy their effective date.
