Bounty hunters are employed by the bail industry to locate and apprehend criminal defendants who “skip” bail and, subsequently, fail to appear for court appointments. While some scholars have examined bounty hunters, this work is concerned primarily with the origins, history, and legal challenges to the industry and its practices. Popular literature on this subject has created the “myth” of the bounty hunter, but it has failed to provide an accurate portrayal of the activities these individuals perform. The purpose of this study was to examine the differences between female and male prison inmates using the Survey of Inmates of State and Federal Correctional Facilities, 1997. Variables examined included current offense, criminal history, drug use history, victimization history, program participation in the institution, disciplinary infractions in the institution, family history, and interaction with family while in prison. Results indicate that male inmates have worse criminal histories and longer sentences than female inmates. Female inmates have more extensive drug use histories, greater victimization histories, more program participation in the institution, and more criminality in their families of origin than …

Police Officers' Perception Of The Validity Of The General Theory Of Crime., William Jaison Giesler

This study measured police officers perception of the validity of General Theory of Crime. Using a sample of 117 officers and an adapted version of the Grasmick et al. (1993) self-control scale, this study measures the level of agreement officers exhibit that low self-control traits are present in property and violent offenders. Measurement is also performed to determine variation in officers agreement based on the personal characteristics gender, age, education, experience, and rank.

Findings indicate officers show agreement with self-control items across the six dimensions of self control traits, as well as significant variation in agreement with the property offender …

The study was conducted in order to determine the effects of the Citizen Police Academy (CPA) program on community and officer attitudes. The two main goals of this program are to increase officer awareness of community concerns and to raise community awareness about the police department. Surveys were distributed to three groups: employees of the Bowling Green Police Department, all alumni of the CPA, and a random sample of the local community. Participants were asked their attitudes regarding crime prevention, awareness of police officers' activities, and the effectiveness of the CPA program. This descriptive study was designed to determine whether substance abusers could be differentially characterized by past involvement in crimes and, further, whether there is a relationship between the type of substance abused and the degree of violence of the crimes committed. By comparing the socio-demographic characteristics, substance-use, and strain-inducing events reported by 598 residential and outpatient treatment seekers in the Kentucky Treatment Outcome and Performance Pilot Studies Enhancement Project, this study provides further understanding of the crime-substance relationship. This research is a brief overview of the new cartels emerging to dominate today's international traffic in drugs. In terms of geographic reach, economic impact, and imperiousness to law enforcemnt, drug cartels became the dominant form of organized crime in the last two decades of the 20th century. In the 21st century drug cartels have taken advatage of the massive increases in international trade and commerce and have learned from the mistakes of the earlier cartels. The new cartels are more numerous, flexible, chameleonic in their nature, and durable than any we have seen before.

The Combined Effects Of Criminal Justice Intervention On Domestic Violence: A Re-Analysis Of The Minneapolis Intervention Project., Nadia A. Bebawy

Over the past 20 years, a plethora of research has been conducted on the effects of arrest in reducing recidivism of domestic violence offenders. The findings of such research have been varied. This study uses data from the Minneapolis Intervention Project to test the effectiveness criminal justice sanctions (i.e., arrest, jail, counseling, and the combination) on reducing recidivism of male domestic violence offenders. Results from bivariate analysis found that the criminal justice sanction of arrest and jail was related to recidivism. However, criminal justice sanctions could not predict recidivism.

This study focused on the use of oleoresin capsicum (OC) as a means of force and also tested the effectiveness of OC.

A medium-size police agency was studied from 1991-2001. The following reports were collected for analysis: excessive force reports, reports of officers injured during arrests, use of hands-on restraint, and use of police baton.

This study revealed an increase in reported incidents of excessive force and a reduction in the number of officers injuired making arrests while using various defensive techniques.

The vast amount of research that has been done on sexual assault in the past thirty years has yielded a great amount of knowledge bout the phenomenon of sexual assault and the way the criminal justice system responds to it. This paper presents the results of an indirect assessment of the personality of Ayman al-Zawahiri, deputy leader of the al-Qaida terrorist network at the time of the September 11, 2001 terrorist attack on the United States and allegedly chief strategist for al-Qaida operations and personal physician to Osama bin Laden.

Al-Zawahiri’s primary personality patterns were found to be Contentious/oppositional and Dominant/controlling, with secondary features of the Dauntless/dissenting and Ambitious/self-serving patterns.

The amalgam of Contentious (negativistic, or passive-aggressive) and Dominant (aggressive, or sadistic) patterns in al-Zawahiri’s profile suggests the presence of the “abrasive negativist” syndrome. For these personalities, minor frictions easily …

The current research focuses on parents' level of understanding of Miranda rights and parents' likelihood of encouraging their teenagers to waive their Miranda rights. The previous research suggests that parents alone may not adequately protect juveniles' rights during interrogation and waiver. Prior research also suggests that parents' and juveniles' past experience with the justice system may not help them during their current interrogation and waiver. Psychologists are often asked to testify in court. However, concerns have been expressed in both the legal and psychological literatures about the quality of these services. This article presents survey results comparing the practice patterns of generally licensed psychologists with those of specialist forensic diplomates in providing risk evaluations. Results suggest that general clinicians frequently perform these evaluations, but forensic diplomates use more modern risk instruments, are more aware of the scientific literature, and provide the court with more information about the scientific basis of their testimony. The Sixth Amendment of the U.S. Constitution guarantees individuals’ right to trial by an impartial jury. However, empirical research indicates that the jury system is flawed, especially regarding judicial sentencing instructions. More specifically, jurors frequently misunderstand or misinterpret State patterned instructions. On a more encouraging note, there is evidence that comprehension of jury instructions can be improved. Thus, this research assessed improvement in juror comprehension using revised sentencing instructions. For the current investigation, participants included 201 volunteers called for jury duty in Western Tennessee. In this article, we present a duality: the conflict in American prisons between nursing ethics and the killing machinery. Transnational and domestic terrorists may employ unconventional weapons of mass destruction and/or mass contamination in their future operations against governments. These asymmetrical tactics may include nuclear, chemical, and biological weapons designed to produce panic and disruption in daily life. This article addresses several of the myriad legal and practical issues relative to potential radiological weapons. Several suggestions as to local-level policy are offered and discussed.
