In this keynote address, I emphasized the critical role of accurate crime measurement in developing evidence-based policies. I discussed the "dark figure of crime," highlighting how many crimes go unreported, and stressed the importance of victimization surveys in uncovering these hidden crimes to provide a more complete picture of criminal activity.

I also explored how technological advancements, particularly AI, are transforming how we collect and analyze crime data. While AI offers significant benefits in predictive policing and resource allocation, I cautioned about the risks of bias and privacy issues that must be managed carefully.

Despite the established relationships between psychopathy and malingering, and psychopathy and risk for institutional misconduct, little empirical literature has been devoted to examining the interaction of these three constructs. The current study aimed to clarify this relationship by examining data from a sample of male criminal defendants within a federal prison located in a metropolitan area of the Southern United States. Data including the MMPI-2, PCL-R, diagnostic, institutional records, and demographic information was collected. Statistical analyses reinforced previous literature and theoretical conceptualizations that posit a relationship between psychopathy and malingering behaviors, as well as institutional misconduct. The goal of this study is to internally validate the ANDE 6C Rapid DNA I-Chip reagent for use on disaster victim identification (DVI) samples. The internal validation tested nine samples each of postmortem blood, tissue, and bone. This study tested the instrument’s precision, accuracy, repeatability, and reproducibility. Precision and accuracy were tested by confirming that the same sample run on the ANDE instrument and the Power Plex Fusion amplification system produced a DNA profile that is consistent with the known profile. Repeatability was tested through confirming the correct results are obtained for sample runs performed by the same operator. Reproducibility …

Studies have shown that pornography has a negative impact on societal views of women (Fritz & Paul, 2017) and promotes risky sexual practices (Harkness et al., 2015; Yunengsih & Setiawan, 2021). Moreover, the literature has established a link between sexual violence and pornography (Krahé et al., 2021) and that pornography usage can play a role in sex offending in the presence of existing risk factors (Malamuth et al., 1995). The purpose of this study is to assess racial and neighborhood disparities in civil summonses issued by the New York City Police Department (NYPD) under the Criminal Justice Reform Act (CJRA). The report serves as a companion to a parallel study of criminal summonses. The New York City Council commissioned both reports in March 2021 as part of the Police Reform and Reinvention Collaborative Plan. The goals of this plan included increasing public safety, while reducing racial disparities in law enforcement and mitigating potential adverse effects of over-policing on low-income communities.

The purpose of this study is to assess trends in criminal summons practices by the New York City Police Department (NYPD), including if and how they disproportionately impact low income and/or Black and Brown communities. The New York City Council commissioned the study as part of the Police Reform and Reinvention Collaborative Plan. Approved March 2021, the goals of this plan were both to document and ameliorate policies and practices that have led to historic injustices and over-policing of low-income New Yorkers and communities of color.

This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). This is the third report in Data Collaborative for Justice's Bail Reform and Recidivism Series. The study builds upon two previous reports examining the impact of bail reform on recidivism in New York City. This study estimated the impact of New York's bail reform on recidivism in the State's suburban and upstate regions. We compared re-arrest rates for people who had bail set or were remanded at arraignment in the first half of 2019 (before bail reform) with similar people who were released without bail in the first half of 2020 (after bail reform).

This report addresses the extent to which reform led more people charged with low-level offenses to return home swiftly after an arrest, avoid overnight detention, and limit unnecessary system contact. We focused solely on misdemeanors and Class E felonies where the specific charge is subject to a mandatory DAT (excluding domestic violence, sex offenses, and select other charges) and the individual has not failed to appear in the past two years. For many individuals incarcerated in New York, the initial step toward freedom begins with an interview with the Board of Parole. This process, however, is frequently a complex and challenging one, characterized by repeated denials and extended incarcerations. The disparity in outcomes – where one individual may receive over 20 denials and another is granted parole on their first attempt – highlights the ambiguity and inconsistency in the parole decision-making process. This research aims to compare the resulting characteristics caused by thermal exposure to bone samples – such as physical composition, microscopic histology, and scanning electron microscopy (SEM) analysis – to the qualitative and quantitative DNA analysis within the samples. A Quasi-Experimental Test in New York City. Using controlled-interrupted time series analysis (CITS), this follow-up study estimated effect of New York's initial reform on recidivism in New York City by comparing re-arrest rates between bail-ineligible versus bail-eligible offenses before and after the reforms.

State responses to interpersonal violence in the US have long been focused on punishment and prison. While opposition to punitive responses to interpersonal violence has been marginal, there are small but growing efforts to challenge the primacy of punishment and incarceration. Over the past few decades, the largely hidden, secretive, and widely used system of plea bargaining has caught the fervent attention of scholars. The Shadow of the Trial model has been central to much of the plea-bargaining literature, despite significant critiques about its oversimplification. The model posits that defendants and their attorneys make plea decisions based largely on the estimated probability of conviction and the severity of the sentence to which the defendant could be exposed at trial.

This dissertation investigates the underexplored relationship between character epistemology and its potential to explain behavior, decision-making, and culture within the criminal justice system, particularly the police. Building on the existing theoretical framework of evidence-based policing (EBP) and the recognized gap in understanding police receptivity to science, this study hypothesized that intellectual character at personal and collective levels positively correlates with science receptivity.

Epistemic character was defined through the aggregation of four traits: open-mindedness, defensiveness, insouciance, and groupthink. Science receptivity was measured by openness to change, desire to learn, reliance on intuition, and mistrust of science. Data were collected through surveys …

Defendants often plead guilty in exchange for reduced punishments. Some argue that these reduced punishments are necessary for the functioning of the criminal justice system, whereas others argue that they are inherently coercive because they place a burden on the exercise of constitutional rights. This potential coercion is of concern because the constitution requires valid guilty pleas to be made by defendants voluntarily. In forensic science, DNA extraction can be a tedious and resource-intensive process. Extraction with Proteinase K is an industry standard but has its drawbacks, such as requiring multiple ionic detergents and washing steps. MicroGEM has developed a new enzyme called forensicGEM that is temperature-dependent and compatible with mesophilic enzymes, offering complete DNA extraction in about 20 minutes in a single tube, limiting contamination, loss of sample, and working time. ForensicGEM can extract DNA from highly degraded samples, potentially leading to more complete STR profiles. Whether the imposition of monetary sanctions is related to juvenile recidivism is explored overall and across race and ethnicity. Leveraging a statewide sample, logistic regression was used to predict fees and restitution assignment based on youth/case characteristics, hierarchical linear and logistic random-effects regression examined the association between neighborhood characteristics with fees and restitution, and propensity score matching examined whether fees and/or restitution are related to reoffending. No race/ethnic differences were found in the proportion of youth receiving court fees, yet when fees were administered both black and Hispanic youth received higher fees. Purpose: Current evidence suggests volatile temperatures are becoming more common because of climate change and can be expected to become even more frequent in the future. By focusing on recent temperature variability, we attempt to estimate one important dimension of the impact of climate change on violent crime. We also explore whether sudden upward temperature anomalies have stronger positive impacts on violent crime in the coldest months of the year, as routine activities are likely to change more drastically during this period.
