This article comprises a firsthand account of working as a university Sexual Harassment Commissioner (SHC), a role that manifests a combination of law and advanced conflict resolution practice. This paper investigates the potential impact of cross-sector partnerships between nonprofit organizations (NPOs) and universities on the educational attainment of Southeast Asian American (SEAA) students, particularly those from disenfranchised or nontraditional backgrounds. Empowerment Agents: How Student Affairs Professionals Facilitate The Persistence Of Undocumented Students, Tiffany Paige

This qualitative study investigated how student affairs professionals (SAPs) assist undocumented students in their designated institutional roles, and how their support empowers undocumented students to persist. This research sought to document and assess how student affairs professionals—who interact with undocumented students— identify and respond to the issues they face in their work. Built on the theoretical frame of social capital, and using a thematic analysis design set forth by Braun and Clarke (2012), the researcher interviewed seven SAPs and used a phenomenological approach to design the study and to collect and analyze the data.

A first-line police supervisor holds a large influence over street-level police officer behavior (Ingram, et al., 2014), but little consistency exists between police agencies regarding the minimum educational requirements necessary to successfully perform the functions of a first-line police supervisor. This study explored the experiences of criminal justice degree holding first-line police supervisors in using the content of their college curriculum to guide street-level officers in acceptable use of force practices, professional communication with the public, and discretionary decision-making. Title IX, a federal law passed in 1972, was designed to ensure that equal access to any educational environment receiving federal assistance (20 U.S.C. § 1681). Title IX forced institutions of higher education (IHE) to address the pervasive nature of sex discrimination within their educational environments, prevent the recurrence of sex discrimination, and remedy any effects of sex discrimination. To do this IHEs developed Title IX sexual misconduct policies. These policies are required by federal law to be impartial, neutral, and equitable to all parties accessing or participating in the resolution process addressing sexual misconduct.

Armed conflict and political repression have created a refugee crisis in higher education, interrupting many students’ university educations or blocking young people from beginning their studies in the first place. This article outlines preliminary research findings from an ongoing project centered on improving displaced students’ access to American higher education. Motivation for this research stems from the values inherent to human rights education (HRE). Preliminary research data drawn from qualitative interviews with ten forcibly displaced students (or former students) living in Saint Louis, Missouri, highlight how refugees and asylum seekers face unique challenges in accessing higher education. COVID19 caught almost every higher education institution off guard. The pandemic interrupted the teaching and learning process and required immediate implementation of emergency remote learning strategies. Since inception, affirmative action programs have been char-acterized as everything from institutional ‘reverse’ racism, to neces-sary plans that seek to ameliorate decades of racism. Data from the Pew Research Center indicates that a large majority of Americans support affirmative action. When asked whether “[a]ffirmative ac-tion programs designed to increase the number of black and minori-ty students on college campus are. . . good or bad,” 71% of respond-ents answered “good” in 2017.16 This is a significant increase in the percentage of Americans responding favorably to affirmative action programs. Federal and state governments regulate the character of

their residents as a condition of immigration, employment, social

services, and beyond. At the state level, “good moral character”

rules have been analyzed in depth for decades, mostly as they pertain

to admission to the bar and other licensed professions. Character

requirements also affect the ability of college students to get

state-funded financial aid, but these policies have received no scholarly

Racial indirection describes practices that produce racially disproportionate results without the overt use of race. This Article demonstrates how racial indirection has allowed — and may continue to allow — efforts to desegregate America’s universities. By analyzing the Supreme Court’s affirmative action cases, the Article shows how specific features of affirmative action doctrine have required and incentivized racial indirection, and how these same features have helped sustain the constitutionality of affirmative action to this point. In the context of higher education reform, the people need to be in the important rooms where the decisions are being made. One such room is the courtroom. This essay elaborates on this premise, previously written about in an article I wrote entitled, 50,000 Voices Can’t Be Wrong, But Courts Might Be: How Chevron’s Existence Contributes to Retrenching the Higher Education Act. Meanwhile, legal scholars’ writing about the university has typically focused on its First Amendment dimensions. This Article links insights from these two groups of scholars to explore the purpose of the university and defend it against increasing technological, ideological, and cultural pressures. Using Actor-Network Theory (ANT) as a way to do Critical Policy Analysis (CPA), this instrumental case study explores the relationships between citizenship and immigration (CI) policies and the internationalization of Canadian higher education. By utilizing a critical-sociomaterial approach, the research exposes actors and actor-networks that are otherwise overlooked in these policy areas. Moreover, this lens underscores the impacts and consequences of policy and how the enrollment and/or exclusion of actors in actor-networks enables certain actors to exert control, power, and primacy over others.

Assessing the perceptions that students have of the university police officers charged with ensuring student safety is important to maintaining the overall safety of the campus. The current study sought to assess the relationship between student perceptions of university police and the fear of crime felt by students while on campus.
