In the half-century history of faculty collective bargaining at Temple University, the Temple Association of University Professionals has faced numerous challenges. As a union leader for 31 of those years, I took part in many contract negotiations with tough-minded management representatives, including two long strikes. As universities have shifted away from tenure-track faculty toward more contingent ones, both full- and part-time, TAUP has made key adjustments and has grown. While I am now retired from Temple and the union, my successors continue to maintain faculty voice.

Purpose: The purpose of this qualitative multicase study was to identify and describe the high-performance work practices (HPWP) of county government management lead negotiators who have negotiated in the collective bargaining agreement (CBA). In addition, it was the purpose of this study to describe the challenges and benefits of negotiating HPWP in the CBA as perceived by management lead negotiators. Lastly, it was the purpose of this study to identify and describe the strategies used by management lead negotiators to mitigate challenges when negotiating HPWP in the CBA.

Pandemic Responses: What They Reveal About Crisis Management, Decision-Making, And Shared Governance, Daniel J. Julius

Colleges and universities have, by and large, responded well, one might say, very effectively as organizations, to the pandemic. This observation may come as a surprise because some would vehemently disagree. Surprising also because in many academic environments, decision-making around managing crises, let alone implementation of solutions, is slow, politicized, and often driven by personal or constituent agendas. Responding to internal or external challenges, implementing strategic plans or effectuating decisions proactively, particularly at the system or institutional level, is difficult. Interest Groups, Local Politics, And Police Unions, Daniel Disalvo

Police unions raise issues of great importance for political scientists. Yet, the field has neglected them. This essay argues that political scientists should see police unions as important interest groups, empowered by state collective bargaining laws, that are important players in local politics and shapers of the criminal justice system in America. The organizational properties that make police unions important interest groups are described. The important political questions that arise once we consider police union as interest groups are examined. Flight attendants are frontline workers in charge of onboard security, safety and customer service. They are required to perform a number of tasks requiring physical and psychological efforts associated with numerous health costs for this group of workers. In the aftermath of Covid-19, flight attendants employed at major airlines will likely be faced with increased job demands. However, little is known about how widespread job resources are among Western cabin crews. Based on recent findings in flight attendant job-demands literature along with the ability-motivation-opportunity (AMO) framework in strategic HRM, this paper questions airline leeway and choices in resource allocation to …

This Handbook describes personnel policies for regular employees of the University of Maine System who are covered by the University of Maine System Job Classification Program and are excluded from existing collective bargaining units, i.e. supervisors and confidential employees. It is designed as a guide to aid in understanding their employer, the employee’s work environment and the employee’s relationship to the University. The employee’s supervisor or human resources office can provide additional information or assistance.

Two of the largest challenges public organizations face in motivating their workforces are the aging workforce and the strong union influence (Lavigna, 2014). On June 27, 2018, the United States Supreme Court ruled in Janus vs. AFSCME to abolish agency fees, and gave public service employees in bargaining units the right to choose whether they want to pay union dues or pay no fees at all.
In examining the unique motivational factors of employees in the public sector, Perry and Wise (1990) developed a theory called Public Service Motivation (PSM). Later, Perry (1996) developed a survey instrument which despite criticism, …

That higher education may not be considered unique by various courts, labor boards, arbitrators, law firms, and others who facilitate (control) the labor relations process is a decidedly unpopular notion among many academic leaders, faculty, and others. I would argue that universities are organizations providing important individual and societal outcomes which can be measured, but may not be unique for the purposes of labor relations.

The Sleeping Giant: The Effects Of Housing Titan Ii Missiles In Arkansas And Kansas From 1962 To 1987, Michael Johnson Anthony

During the Cold War, thirty-six sites across Kansas and Arkansas were selected to house Titan II intercontinental missiles. These devices could strike enemy targets 8,000 nautical miles away all while hitting inside an area of one square mile. These technological marvels quickly became an indispensable part of President Kennedy and Defense Secretary McNamara’s ‘flexible defense’ strategy. While many authors have studied the ramifications of these devices on American foreign policy, few have researched the domestic implications of the missiles. This work looks to fill this void by investigating the Titan II missile program in Arkansas and Kansas from its construction …

Rising tuition, decreased state funding, and financial pressures are leading to a “death spiral” for public higher education, according to University of Illinois professor Christopher Higgens. In a lecture at Eastern Illinois University earlier this year, Higgens said many taxpayers view higher education as a means to obtain credentials for the job market and view students as interested in the private gain of potential salary. These taxpayers, unfortunately, reject the view of education as a public good.
