Selection Bias In College Admissions Test Scores, Jesse Rothstein, Melissa Clark, Diane Schanzenbach
Selection Bias In College Admissions Test Scores, Jesse Rothstein, Melissa Clark, Diane Schanzenbach
Diane Whitmore Schanzenbach
Data from college admissions tests can provide a valuable measure of student achievement, but the non-representativeness of test-takers is an important concern. We examine selectivity bias in both state-level and school-level SAT and ACT averages. The degree of selectivity may differ importantly across and within schools, and across and within states. To identify within-state selectivity, we use a control function approach that conditions on scores from a representative test. Estimates indicate strong selectivity of test-takers in "ACT states," where most college- bound students take the ACT, and much less selectivity in SAT states. To identify within- and between-school selectivity, we …

What Code-Mixed Dps Can Tell Us About Gender, Elena Valenzuela, Joyce Bruhn De Garavito, Ewelina Barski, Maria De Luna Villalón, Ana Faure, Yolanda Pangtay, Alma Ramírez Trujillo, Sonia Reis
Ewelina Barski, PhD
There has been a growing interest in the examination of the steady state of simultaneous bilinguals. An understanding of what leads to the possible weaknesses in the grammar of early bilinguals can contribute to our understanding of the possible causes of the apparent characteristic ‘failures’ in second language acquisition (Montrul 2008). Spanish has a gender feature for nouns (Carroll 1989) and gender agreement for determiners and adjectives. Problems with the acquisition of gender marking on the noun and/or with gender agreement are well-known in the L2 literature (Hawkins 1998; Fernández–Garcia 1999; Franceschina 2001; Bruhn de Garavito and White 2002; White …

Prediction Markets To Forecast Electricity Demand, Peter Cramton, Luciano De Castro
Prediction Markets To Forecast Electricity Demand, Peter Cramton, Luciano De Castro
Luciano I. de Castro
Forecasting electricity demand for future years is an essential step in resource planning. A common approach is for the system operator to predict future demand from the estimates of individual distribution companies. However, the predictions thus obtained may be of poor quality, since the reporting incentives are unclear. We propose a prediction market as a form of forecasting future demand for electricity. We describe how to implement a simple prediction market for continuous variables, using only contracts based on binary variables. We also discuss specific issues concerning the implementation of such a market.

A Public Lecture: Labour Markets And Economic Development, Gary S. Fields
A Public Lecture: Labour Markets And Economic Development, Gary S. Fields
Gary S Fields
[Excerpt] I want to put forward three propositions to you based on decades of work in Asia, Latin America, and Africa. First, economic development can be (but need not be) a win-win-win situation - for businesses, for individuals and groups of individuals, and for governments and non- governmental organisations (NGOs). Second, the labour market can (but need not) serve as an effective mechanism for contributing to economic growth and for transmitting the gains from economic growth. And third, in both of these areas, whether a country experiences the more favorable set of outcomes or the less favorable ones reflects a) …
Use Of Unemployment Insurance And Employment Services By Newly Unemployed Leavers From Temporary Assistance For Needy Families: Final Report, Christopher J. O'Leary, Kenneth J. Kline
Use Of Unemployment Insurance And Employment Services By Newly Unemployed Leavers From Temporary Assistance For Needy Families: Final Report, Christopher J. O'Leary, Kenneth J. Kline
External Papers and Reports
This study examines participation in Unemployment Insurance (UI) and Employment Services (ES) by adults who received cash welfare benefits through Temporary Assistance for Needy Families (TANF). Among those who leave TANF for employment, we measure the rates of subsequent unemployment, application for UI, eligibility for and receipt of UI benefits, and the use of Wagner-Peyser funded ES. We also investigate the correlations between UI and ES services receipt with reemployment and future independence from TANF. The analysis is based on person-level administrative program records from four of the nine most populated states between 1997 and 2003. Evidence suggests that three-quarters …

Connecting Youth And Communities: Customized Career Planning For Youth With Psychiatric Disabilities, Kim Brown, University Of Montana Rural Institute
Connecting Youth And Communities: Customized Career Planning For Youth With Psychiatric Disabilities, Kim Brown, University Of Montana Rural Institute
Employment
Young people with psychiatric disabilities are significantly overrepresented in the juvenile justice system, tend to be employed sporadically if at all, and frequently have negative connections within and to their communities. Recent research conducted in Montana with youth who have developmental and/or physical disabilities demonstrates the effectiveness of using a customized career planning model to increase linkages to resources and access to community- based employment. Side benefits include improved self-esteem and positive community connections. The customization model holds promise as a way to reduce the risk factors young people with psychiatric disabilitiesf ace and increase the resiliency factors that can …

Reports
This is the first report from the evaluation of Generations II and III of the Workforce Innovations in Regional Economic Development Initiative... This interim report presents baseline information from all 26 regions. It reflects the status of regional activities as of the summer of 2008, when many regions were in the initial stage of implementation. Thus, the report focuses on the development of partnerships, governance arrangements, and the design of decision-making processes. In early 2006, ETA announced the initial recipients of grants to promote regional collaboration of a wide range of public and private organizations with the goal of transforming …
Decent Work And Development Policies, Gary S. Fields
Decent Work And Development Policies, Gary S. Fields
Gary S Fields
Welcoming the shift to outcomes which he perceives in the ILO's focus on decent work, the author explores the major issues thus raised. He discusses how to make the notion of decent work more precise in operational terms, and how to develop an integrated approach to economic and social policy in the decent work context, before formulating an empirical approach to assessing the effects of economic growth on decent work. Finally, he outlines a structure for the ILO's planned country reviews of progress towards decent work.
Employment And Training Policy In The United States During The Economic Crisis, Christopher J. O'Leary, Randall W. Eberts
Employment And Training Policy In The United States During The Economic Crisis, Christopher J. O'Leary, Randall W. Eberts
Upjohn Institute Working Papers
This paper examines labor market conditions and public employment policies in the United States during what some are calling the Great Recession. We document the dramatic labor market changes that rapidly unfolded when the rate of gross domestic product growth turned negative, from the end of 2007 through early 2009. The paper reviews the resulting stress on labor market support programs and the broad federal response. That response came through modifications to existing programs and the introduction of new mechanisms to help Americans cope with job loss and protracted unemployment. The particular focus is on federally supported public programs for …

Workforce Development And Its Impact On Latinos In New York State, José Cruz, Jacqueline Hayes
Workforce Development And Its Impact On Latinos In New York State, José Cruz, Jacqueline Hayes
Policy Documents
Latinos in the New York State’s labor force grew in numbers by 61% during this period compared to 22% for blacks and only 3% for non-Hispanic whites. From these proportions it follows that the workforce development efforts in the state should pay special attention to minority workers, especially Latinos. This report assesses the degree to which available resources in this area are being used to service this group of workers. From this review, the authors infer that of the millions of dollars invested in workforce development efforts in the state, the proportion allocated to address the Latino workforce is astonishingly small. …

Uncertainty, Pay For Performance, And Asymmetric Information, Felipe Balmaceda Assoc Prof.
Felipe Balmaceda
This article develops a new rationale for the emergence of pay-for-performance contracts where the labor market is competitive, workers are risk averse, and firms are risk neutral and unaware of workers’ productivities. The article shows that the prevalence of pay for performance rises and the pay-for-performance sensitivity falls as environmental uncertainty increases. This empirical regularity is unaccounted for alternative models such as the standard agency model. (JEL D86, L2, M5, J3)
Conflicting Loyalties: Changing Roles And Relations Of Labor Unions In Vietnam, Jan Slezak
Conflicting Loyalties: Changing Roles And Relations Of Labor Unions In Vietnam, Jan Slezak
Independent Study Project (ISP) Collection
As labor unions in Vietnam become further divided from the political ideologies they arose from, it is important to examine how workers can become accurately represented in a system of changing markets, government and an economic movement towards the free-market system. As the role of the labor union changes and attempts to adapt into contemporary times, this study discusses and analyzes the opinions and actions of Vietnam’s citizens; from the worker’s most affected by the oncoming changes to those who take part it crafting and enforcing legislation on the issue. This study arrives at its answer by combining interviews, social …
Consumption Responses To In-Kind Transfers: Evidence From The Introduction Of The Food Stamp Program, Hilary Hoynes, Diane Schanzenbach
Consumption Responses To In-Kind Transfers: Evidence From The Introduction Of The Food Stamp Program, Hilary Hoynes, Diane Schanzenbach
Diane Whitmore Schanzenbach
Economists have strong theoretical predictions about how in-kind transfers, such as providing vouchers for food, impact consumption. Despite the prominence of the theory, there is little empirical work on responses to in-kind transfers, and most existing work fails to support the canonical theoretical model. We employ difference-indifference methods to estimate the impact of program introduction on food spending. Consistent with predictions, we find that food stamps reduce out-of-pocket food spending and increase overall food expenditures. We also find that households are inframarginal and respond similarly to one dollar in cash income and one dollar in food stamps.

Flexible Work Arrangements: Improving Job Quality And Workforce Stability For Low-Wage Workers And Their Employers, Jessica Glenn, Liz Watson
Flexible Work Arrangements: Improving Job Quality And Workforce Stability For Low-Wage Workers And Their Employers, Jessica Glenn, Liz Watson
Published Reports
In 2009, workers and their families across the country felt the impact of serious economic downturn, with unemployment reaching a 26-year high. While recent news suggests things may be improving, we cannot forget that for many low-wage and hourly workers -- who now represent over a quarter of the U.S. workforce -- the recession only exacerbated their ongoing struggle to hold down quality jobs while caring for their families.
Low-wage workers face many of the same challenges that the rest of us face in reconciling our work, family and personal lives, but for many of these workers, it's simply a …

Mergers And Ceo Power, Felipe Balmaceda Assoc Prof.
Felipe Balmaceda
In this paper I propose a model of mergers in which synergies and CEO power play a crucial role. A merger is modeled as a bargaining game between the acquiring and target board of directors with the gains from a merger divided according to the generalized Nash-bargaining solution. The model's implications are consistent with the available empirical evidence on stock returns, and yield some new untested implications that are mainly related to the relationship between CEO power, cor- porate governance and mergers. Finally, the model sheds light on the relationship between aggregate merger activity, synergies and CEO power. (JEL: G34, …

What Do We Know About Contracting Out In The United States? Evidence From Household And Establishment Surveys, Matthew Dey, Susan N. Houseman, Anne E. Polivka
Upjohn Institute Working Papers
A variety of evidence points to significant growth in domestic contracting out over the last two decades, yet the phenomenon is not well documented. In this paper, we pull together data from various sources to shed light on the extent of and trends in domestic outsourcing, the occupations in which it has grown, and the industries engaging in outsourcing for the employment services sector, which has been a particularly important area of domestic outsourcing. In addition, we examine evidence of contracting out of selected occupations to other sectors. We point to many gaps in our knowledge on trends in domestic …

[Review Of Pay Without Performance: The Unfulfilled Promise Of Executive Compensation], Kevin F. Hallock

[Excerpt] Every once in a while someone comes out with an important book concerning corporate governance or executive compensation. Like Aldolf A. Berle and Gardiner C. Means's The Modern Corporation and Private Property (New York: Harcourt, Brace, and World, 1932) and Graef S. Crystal's In Search of Excess: The Overcompensation of American Executives (New York: W.W. Norton, 1991), Bebchuk and Fried's new book is thought-provoking and interesting. It is a very important book and should be read not just by those interested in executive pay or corporate governance but by anyone interested in how corporations work.

[Review Of Personnel Economics In Imperfect Labour Markets], Kevin F. Hallock
Kevin F Hallock
Excerpt] This book is an attempt to consolidate what we know about Personnel Economics by focusing on Personnel Economics in Imperfect Labor Markets. Even on the first page of the book, the author is clear about this mission. In particular he notes that "The view of personnel economics analyzed in this book is based on two key properties of... labour markets: labour markets are imperfect and jobs are associated to [sic] rents; labour market institutions interact with personnel policies. Notably, wages are partly set outside the firm-worker pair (minimum wages and collective agreements are widespread)" and "job termination policies are …
Employment Fluctuations With Downward Wage Rigidity: The Role Of Worker Moral Hazard, Marcel Jansen, Jim Costain
Employment Fluctuations With Downward Wage Rigidity: The Role Of Worker Moral Hazard, Marcel Jansen, Jim Costain
Marcel Jansen
This paper studies the cyclical dynamics of Mortensen and Pissarides' (1994) model of job creation and destruction when workers' effort is not perfectly observable, as in Shapiro and Stiglitz (1984). An occasionally-binding no-shirking constraint truncates the real wage distribution from below, making firms' share of surplus weakly procyclical, and may thus amplify fluctuations in hiring. It may also cause a burst of inefficient firing at the onset of a recession, separating matches that no longer have sufficient surplus for incentive compatibility.
On the other hand, since marginal workers in booms know firms cannot commit to keep them in recessions, they …
