Nevada experienced one of the worst economic downturns in the nation following the onset of the COVID-19 pandemic, which exposed the vulnerability of Nevada workers. In his 2021 State of the State address, Governor Steve Sisolak highlighted aligning the state’s workforce development capacity with community colleges to best leverage federal funding and statewide infrastructure for jobs training and economic recovery. Biased Beliefs And Entry Into Scientific Careers, Ina Ganguli, Patrick Gaulé, Danijela Vuletić Čugalj

We investigate whether excessively optimistic beliefs play a role in the persistent demand for doctoral and postdoctoral training in science. We elicit the beliefs and career preferences of doctoral students through a novel survey and randomize the provision of structured information on the true state of the academic market and information through role models on nonacademic careers. One year later, both treatments lead students to update their beliefs about the academic market and impact career preferences. However, we do not find an effect on actual career outcomes two years postintervention.

This brief report presents a 10-year cost forecast for three possible Rockford Promise Scholarship programs: (1) A program that provides full, two-year, tuition scholarships for all Rockford Public School graduates who select to attend the Rock Valley College; (2) The scholarship is available for eligible students who enroll full-time at a partnering college or university in the fall following their high school graduation; and (3) The provision of an annual $4,000 scholarship for all Rockford Public School high school graduates for up to 4 years of college. Professor Charles Ballard of Michigan State University delivered the lecture “The Fall and Rise of Income Equality in the United States” Sept. 27, 2017 as part of the Werner Sichel Lecture Series at Western Michigan University. Ballard detailed the “Great Convergence” of income equality in the United States that grew out of policies of the 1930s and 1940s and a “Great Divergence” of inequality starting about 1980. Ballard called this income gap, which is now greater than during the Gilded Age, “the largest economic phenomenon of our lifetimes.”

Are Fulbright Applicants Idealists Or Opportunists?, Corey Lang, Carrie Gill

The Fulbright program attracts applicants passionate about service and research abroad. Applicants apply to one country. To aid their decisions, competition statistics giving approximate probabilities of being awarded a scholarship are released for each country. This paper examines how competition statistics influence country choices. In aggregate, our results suggest that applicants are not swayed to apply to countries with low competition or deterred from countries with high competition. However, accounting for the difference in scholarship types and the macroeconomic context, there is strong evidence of opportunistic behavior by teaching applicants and for all applicants when the unemployment rate is high.

Many authors have researched and identified trends in employment during good and bad economic times. The recent financial meltdown warrants a reexamination of these trends to see if they coincide with previous recessions and what lessons can be learned for those graduating and attempting to find employment. This report details the varying circumstances surrounding college graduates as they seek employment during times of both economic prosperity (or booms) and less fortunate times of economic busts (recessions). Postsecondary Education As Triage: Returns To Academic And Technical Programs, Kevin M. Hollenbeck

This paper examines the labor market outcomes of individuals with various types of postsecondary educational experiences. In particular, it examines differences between students who have pursued technical education programs from those who have pursued academic programs and from those individuals who have not pursued any type of postsecondary education. Empirical evidence is presented concerning the relationship between economic outcomes and grades earned and the degree to which the labor market rewards credentials. Wage and earnings models yield different structural parameter estimates when based on the three different populations. The differences are most dramatic for high school background effects and for …
