One of the most pervasive and frustrating of modern transportation problems is urban traffic congestion. Since 1975, Singapore has introduced a relentless series of traditional and experimental measures to slow down the growth of the motor vehicle population and to control its usage. While some of the measures have been somewhat successful, some of the problems were shifted or were substituted. The Area Licensing Scheme led to a shifting of the problem in time and place while the quota system has substituted uncertainty in quantity with uncertainty in price. Where One Size Does Not Fit All: Small Community Diversity, Kathleen Prochaska-Cue, Ann Ziebarth, Bonnie Shrewsbury

Great Plains Research: A Journal of Natural and Social Sciences

Using a community classification based on key demographic and geographic factors and data from the U.S. Census, analyses from 212 small communities indicate significant inter- and intra-state differences. The communities studied were located in two states within the North Central Region. The sample was limited to incorporated places with populations between 1,000 and 2,500. Several commonly-held ideas about small communities are either challenged or confirmed by this research. Similarities and differences among the communities as well as between the states support the conclusion that small communities have diverse characteristics. Although it seemed at the time that the destruction of a U-2 reconnaissance aircraft over Soviet territory, slightly over two weeks prior to the Four-Power May 1960 Paris Conference had ended the summit, more deeply rooted historical differences ensured the meeting's failure. While President Dwight Eisenhower sought to ensure a national policy of defense sufficiency via his New Look strategy, he faced many internal and external critics who over-stepped or underutilized their positions. Depopulation Of The Rural Great Plains Counties Of Texas, Charlene R. Nickels, Frederick A. Day

The counties of the Texas Great Plains have been part of a depopulation of the rural "heartland" of the United States. This paper traces the loss of population in these counties since 1910 and tries to account for the reasons underlying the trend. Four major groups of variables are analyzed through stepwise regression to determine their relative conceptual importance: demographic factors (age-structure and percent Hispanic), environmental factors (annual rainfall, percent irrigated land, and amount of oil production), geographic factors (distance to an urban central place and population size of a county's central place) and socioeconomic factors (lack of diversification of …

Scholars who have studied the political behavior of residents of Canada's province of Saskatchewan conclude that members of minority groups such as Roman Catholics and people of Central and Eastern European background voted Liberal much more frequently than Conservative, at least prior to the 1930s. There is no reason to question this conclusion when voting throughout the province by a specific minority is considered. However, the same is not always found to be true when the voting behavior of a particular minority group in a single constituency is examined. Microclimate Of An Aboriginal Winter Campsite At Wanuskewin Heritage Park, Saskatoom, E. A. Ripley, O. W. Archibold, C. Jackson, E. J. Walker

The microclimate of an aboriginal winter campsite, set in an incised, south-facing meander of a small creek, is compared to the conditions on the adjacent open prairie at Wanuskewin Heritage Park, Saskatoon, Saskatchewan. Maximum and minimum temperatures and wind speeds were measured daily, on the prairie and in the valley, along with temperatures in a modern canvas tipi erected in the valley. Maximum temperatures tended to be about 1 °C higher in the valley, and 2 °C higher in the tipi, than on the prairie, while minima were 1-2 °C lower. Wind speeds were reduced to about 50% in the …

In this paper we explore two potential sources of variation in the life experiences of Latinos in the United States: region of the country in which a group resides and national origin. Although scholars have recognized the theoretical importance of these two variables, few studies have empirically examined the relationship of region of the country and national origin to socioeconomic variables such as occupation, education, and income or to cultural variables such as bilingualism and English language proficiency. Because plains bison have come to symbolize open spaces and freedom to Americans, as well as past ecological insensitivity, stories about them have widespread appeal. Harold Danz's contribution to this large and growing literature is an overview, a brief treatment of the animal's evolution, demise, and eventual recovery. Mr. Danz brings a varied background to his writing: long-time service with the National Park Service, a PhD, and the first executive directorship of the American Bison Association (ABA). Since its founding in 1871, the University of Nebraska State Museum has been a leader in the study of the natural history of the plains and prairies of the central United States. Its history can be divided into three eras: 1)founding and first steps in a struggling new university (1871-1891); 2) the Barbour-Schultz era (1891-1970) when research focused on vertebrate paleontology and exhibition became a major focus; and 3) recent history (1970-present) beginning with the consolidation of university collections in 1970, the professionalization of museum staff, and increased access through computerization. In December 1944 the United States Congress passed a Rivers and Harbors Bill that authorized the construction of the Pick-Sloan plan for Missouri River development. From 1946 to 1966, the United States Army Corps of Engineers, with the assistance of private contractors, implemented much of that plan in the Missouri River Valley. In that twenty-year period, five of the world's largest earthen dams were built across the main-stem of the Missouri River in North and South Dakota. In the academic study of Buddhism the terms" Mahayana" and "Hinayana" are often set in contradiction to each other, and the two vehicles are described as having different aspirations, teachings, and practices. The distinctions made between the Mahayana and the Hinayana, how-ever, force the schools into neat, isolated, and independent categories that often undermine the complexities that exist concerning their beliefs, ideologies, and practices.

Seaman's Valley site was one of the few known places in Jamaica where the Maroons came into face to face combat with the colonial military in a battle that featured the largest force ever sent against the Maroons. In that encounter the colonial forces were routed in a total defeat resulting in the abandonment of arms and ammunition and personnel. This study reviews the efforts of Singapore to curb road congestion through restraints on motor vehicle ownership as well as user fees. In particular, it traces the history of the famous Area Licensing Scheme (ALS), and then discusses its shortcomings, also the need for Electronic Road Pricing (ERP), its advantages and disadvantages and the technology involved in this state of the art system. This paper identifies important research questions to be addressed in connection with the first full-scale adoption of ERP.

Settlement of the western United States resulted in clearing and degradation of many wooded areas. The loss of biodiversity and erosion of soil which followed produced a landscape which is still being restored. The first section of the paper reviews the settlement history of western South Dakota, describing the ecological effects of rapid population growth upon the landscape. The second part focuses on a smaller area, that of a family's ranch, which has undergone land management changes and woodland restoration since 1950. Farmsteads As Mirrors Of Cultural Adjustments And Change: The Ukrainian Canadian Experience, James W. Darlington

Farmsteads reflect more than the nature and health of agricultural activity on individual farms and across geographic regions; they provide a reliable record of other aspects of cultural and economic adjustment and change. This paper considers the farmsteads constructed by the Ukrainian immigrants and their descendants who settled in one district of the Canadian prairies beginning in 1896. A field survey of four townships reveals that between the time of initial settlement and the present four distinct generations of farm structures were erected. The Prairie Indian Vote In Canadian Politics 1965-1993: A Critical Case Study From Alberta, Russel Lawrence Barsh, Michelle Fraser, Faye Morning Bull, Toby Provost, Kirby Smith

Voting behavior in the three largest Aboriginal communities of Alberta-Blood Tribe, Peigan Nation, and Four Nations-is contrasted with non-Aboriginal voting behavior using polling-station counts from 16 general elections and the 1992 constitutional referendum. Lower voter turnout and distinctive patterns of party preferences among Aboriginal voters are examined more closely using data collected through standardized, open-ended interviews conducted in conjunction with a voter mobilization effort on the Peigan Reserve in 1996. Although respondents did not report refraining from participation in Federal or Provincial elections to avoid compromising their sovereignty-an argument sometimes made by national Aboriginal organizations-the responses often exhibited pessimism or …
