Este artículo examina la expansión de la ganadería entre 1850 y 1950 en los bosques de tierra caliente en Colombia. También explora el papel de la introducción de pastos africanos en el desarrollo de potreros, con énfasis en el mejoramiento de la productividad. Repression And Punishment In North Korea: Survey Evidence Of Prison Camp Experiences, Marcus Noland

The penal system has played a central role in the North Korean government's response to the country's profound economic and social changes. Two refugee surveys--one conducted in China, one in South Korea--document its changing role. The regime disproportionately targets politically suspect groups, particularly those involved in market-oriented economic activities. Levels of violence and deprivation do not appear to differ substantially between the infamous political prison camps, penitentiaries for felons, and labor camps used to incarcerate individuals for misdemeanors, including economic crimes. Garrison’ Democracy In Nigeria: The 2007 General Elections And The Prospects Of Democratic Consolidation, Shola J. Omotola

This paper undertakes a critical analysis of the 2007 Nigeria’s general elections, with emphasis on the ‘garrison’ process and its implications for the consolidation of democracy. It is argued that garrisoned electoral processes represent a powerful source of democratic instability that can threaten the consolidation of democracy. The paper illustrates these processes and concludes that much will, however, depend on how ‘winners’ and ‘losers’ manage their successes and failures, respectively. The greatest threats to the consolidation of democracy in the aftermath of the garrisoned elections relate to the handling of post-election issues, especially election petitions, tribunals and court processes, by …

Exit Polls: Refugee Assessments Of North Korea's Transition, Marcus Noland, Stephan Haggard, Yoonok Chang

Results from a survey of more than 1300 North Korean refugees in China provide insight into changing economic conditions in North Korea. There is modest evidence of slightly more positive assessments among those who exited the country following the initiation of reforms in 2002. Education breeds skepticism; higher levels of education were associated with more negative perceptions of economic conditions and reform efforts. Other demographic markers such as gender or provincial origin are not robustly correlated with attitudes. Instead, personal experiences appear to be central: a significant number of the respondents were unaware of the humanitarian aid program and the …

《罗马条约》之后,欧盟的地区差距问题一直是欧盟政策的重点。文章利用欧盟近50年的数据,采用基尼系数、变异系数和泰尔指数分别对欧盟区域差距的历史演变做了全面分析,主要结论是,EU15区域差距以1980年代初期为转折点,之前为缩小趋势,之后呈缓慢扩大的趋势;EU25区域差距在1993~2000年呈上升趋势,而在2000~2006年期间差距却明显下降。

The collapse of the informal alliance between the Federal Government and ethnic minorities of the NigerDelta brought significant changes in theirmodes of power relations. The alliance had developed as a form of buffer against Igbo hegemony and domination over these minorities. The passing of a vote of no confidence on the alliance by the minorities was largely connected, then, as now, to oil and environmental politics and attendant distributive politics that place the minorities at the mercy of the government. While Australian political parties have maintained official websites for some years, the 2007 Australian Federal election saw the first significant integration of Web 2.0 technologies into a national election campaign. The two major parties – the conservative Liberal Party and the socialist Labor Party – both embraced blogs, flash animation, online video and popular social networking sites in an attempt to win votes, particularly in the 18 to 35 year-old demographic. The range of stones cast by slings used in the past is debated. In the Central Andes, slings are asserted to be important weapons of prehispanic war, and have been recovered archaeologically. Rolled river cobbles and stones presumed to be slingstones found at fortified hilltop archaeological sites are presented as evidence that slings were used at these fortifications. Yet sling use has not been adequately tested at hillforts. Experiments conducted in Europe by a novice slinger have attempted to illuminate the range of sling cast stones at ancient hillforts. In the aftermath of the May 1998 riots that forced President Suharto to step down, ethnic Chinese received unprecedented freedom to assert their long suppressed cultural and religious identity. Following the transition from assimilation to multiculturalism, for the first time in over three decades Chinese culture became more visible and ethnic Chinese could finally enjoy the freedom to celebrate Chinese New Year (Imlek) publicly. This article focuses on the politics of the re-emergent Chinese New Year celebration in the Indonesian public sphere. Migration Experiences Of North Korean Refugees: Survey Evidence From China, Marcus Noland, Stephan Haggard, Yoonok Chang

Chronic food shortages, political repression, and poverty have driven tens of thousands of North Koreans into China. This paper reports results from a large-scale survey of this population. The survey provides insight not only into the material circumstances of the refugees but also into their psychological state and aspirations. One key finding is that many North Korean refugees suffer severe psychological stress akin to post-traumatic stress disorder (PTSD). This distress is caused in part by experiences in China. In recent years, academic economists have come to appreciate the centrality of public institutions in contributing to economic performance. Yet Korea, arguably the premier success story of the last half-century, has sometimes been described as a First World economy with Third World institutions. Although Korea modestly underachieves on most of the 52 institutional indicators examined in this paper, it is not an outlier, and on most indicators it is converging on global norms from below. This research note considers the effects of electoral system reform in Bolivia. In 1995, Bolivia moved from a list-proportional to a mixed- member proportional electoral system. The intervening years saw growing regional polarization of politics and a collapse of the existing party system. Using statistical analysis of disaggregated electoral data (at department, municipality, and district level), this paper tests whether electoral system re- forms may have contributed to the current political crisis. Research findings show that regional cleavages existed prior to electoral system reform, but suggest that reforms aggravated their effects. In this paper, we examine Plaza Mexico in Lynwood, California, a magnet for Latino communities from throughout the greater Los Angeles region, to show immigrants' use of space to produce transnational communities as coherent. One of the key ways that immigrant identity is formed in this space is through cultural religiosity. Despite the fact that Plaza Mexico is a shopping mall, the place gathers participation from Mexican immigrants and Latinos of other national origins at key times of religious expression during the year. This essay reflects on alternative urban markets and property right systems in some Latin American countries. What becomes clear is that one size does not fit all: land markets and property rights are multifaceted and their conception and implementation should be context-sensitive. In recent experiments and proposals in Brazil, El Salvador and Venezuela, among other countries, they are being used as instruments for the expansion of rights to the city and the construction of the just city.

The Israeli- Palestinian ethnic conflict will continue to escalate throughout both the short term and long term world future. The current and future animosity between both ethnic groups can be attributed to (a) history based accounts and religious tensions, (b) polarizing ideologies held by both sides, and (c) middle eastern resentment toward the Jewish state of Israel. History based accounts will refer to both biased historical accounts and factual historical events that have contributed to the Israeli- Palestinian ethnic conflict.
