Evaluating An Institutional Repository: A Case Study Of Singapore Management University, Pin Pin Yeo

An institutional repository (IR) was launched in 2010 for a university in Singapore. The motivations of setting up an IR were to dissemination the research output through open access, to promote the university and researchers, and to help increase their research impact. Some quantitative and qualitative performance indicators were selected and used to measure the success of the IR. For the review and the performance indicators, the data used came from the IR at SMU, interviews with faculty members, and a study of a set of journal articles available in the IR to test a hypothesis. The keynote presented the development of institutional repositories (IR) by universities in Singapore. The relevant policies on open access and research data were introduced. The importance of IR alignment with institutional goals was highlighted. Besides research publications, IRs could also host special collections of the institution or the community. The collaboration and sharing of best practices among Singapore academic libraries helped them to better support research at their institutions.

With rising costs and limited resources, it has become increasingly important for academic libraries to make acquisition decisions prudently to build a collection that meets its users' learning, teaching, and research needs. As such, Singapore Management University's (“SMU”) Libraries use a patron-driven acquisitions process, whereby acquisition decisions are guided by users' needs and requests. This article seeks to investigate if the current patron-driven acquisitions approach adequately meets the research needs of SMU's users through a mixed methods approach. The Li Ka Shing Library recently included a new section, “Heat Maps” on the library website, providing users instant access to the physical occupancy spaces across all the different levels in the library. The indoor location-aware system is one in the latest slew of additions in tracking the library patrons’ visitations. It is the first of the many forms of library usage data sources that seek to provide an impetus in engaging the SMU community through real-time data visualizations. An overview of the landscape in Singapore for open access is provided for the last 12 years. It covers the developments in institutional repositories, open access policies and mandates in the universities and also developments in the research funding side in Singapore. A start has been made to collect research data in Singapore and there is a research data policy from NTU in 2016. Some future developments are also outlined.

The number of postgraduate students has grown from 615 students in 2010 to 1,260 students in January 2015. The Singapore Management University (SMU) Library was tasked with documenting the early history of SMU by the chairman of its board of trustees. An oral history project to interview the pioneers involved in the formation of the university began in 2011. The project team included the Library, the Information Technology department, and a researcher/interviewer who was familiar with SMU. It was a steep learning curve for the team. As they conducted and processed the interviews, they learned about and made decisions on interviewing, recording, transcribing, storage, website design, discoverability, usability, and sustainability.
