Trans liberation as a global movement began to be documented in public reports in the mid-2000s. Gathered together from their first decade (2008-2018), publications produced by three trans INGOs—Transgender Europe (TGEU), the Asia Pacific Trans Network (APTN), and Global Action for Trans* Equality (GATE)—demonstrate the cultivation of a global trans imaginary and materialize records of a coalescing struggle. The publications depict tensions between an evolving global trans imaginary and the construction of a rights deserving trans population in the development sector. In this thesis, I seek to bring together two areas of scholarly work to see how each can inform the other: social contract theory and transitional justice. The social contract, as it exists and as it was theorized about by Rousseau, was born from the world-historic forces that spread capitalism across the globe, stirring up nationalism everywhere it went. In its wake, there was vast inequality and new legal regimes which protected the hoarded wealth of the capitalist class by enshrining the right of private property along with life and liberty. The Arab Spring revolts of late 2010 and 2011 were a profound moment in the history of a region troubled by decades of authoritarianism. Years of economic mismanagement and security force repression trammeled on the rights and aspirations of people striving for a better life. When social movements and anti-government protests erupted throughout the region, each country responded to the uprisings with different methodologies. This research closely examines why autocratic regimes of the region chose such divergent responses, with some opting to use violent repression, others attempting to make concessions and most combined repression with concessions. In October of 2007, Costa Ricans voted in a referendum to ratify a Free Trade Agreement with the United States (DR-CAFTA, or CAFTA). The first referendum in their nation's history--and the first referendum ever held on a Free Trade Agreement--marked the culmination of a cycle of contention over liberalization that transformed practices and expectations of politics in a country often considered an exemplar of representative democracy. In this dissertation I provide an account of the opposition to CAFTA (the NO), based on two years of ethnographic research with the Patriotic Committees (Comites Patrioticos), the decentralized, grassroots network at the heart …
