The author argues that the Chinese believe in the strategy of "people's war under modern conditions", and are confident that middle-range technology and unconventional warfare and the combination of the "human" and "weapon" factors represent a successful application of the strategy. The United Nations was created in 1945 to prevent another world war. It was designed, as the Preamble to the Charter states, to eliminate the scourge of war. The failure to agree on a permanent UN international army meant that the UN had to improvise in dealing with wars. Peacekeeping, which is not mentioned anywhere in the UN Charter, had to be invented. This study investigates how peacekeeping has evolved through four “generations,” culminating in Unsanctioned multinational forces consisting of “coalitions of the willing.” The study also stresses how one of the greatest peacekeeping failures of the UN in the …

The architect Daniel Libeskind has written a noted lecture, "Traces of the Unborn." We might add, "Traces of the Stillborn." There is a tendency in historical institutionalism (HI) to concentrate on the retrieval of traces of paths taken rather than (1) to consider the processes involved in the selection of paths; and (2) to reflect upon the conditions of institutional emergence and sedimentation of paths, whether taken or untaken. The themes we draw from J.K. Rowling’s Harry Potter series are used to illuminate parallels in contemporary world politics and to apprehend in detail some of the key problems that revolve around the three core themes of the course (identity, violence, and social control). How, for instance, does life in Hogwarts help to illuminate the multiple, crosscutting identities produced by globalization? Citizanship In Austria, Germany, And Switzerland, Claus Hofhansel

A common claim has been that liberalization of citizenship policy depends on making policy behind closed doors. I challenge one variant of this line of argument, which regards courts as the primary �countermajoritarian� champion of the expansion of immigrant rights, through a comparison of citizenship policy in Austria, Germany, and Switzerland. In all three countries subnational authorities play a significant role in the administration of naturalization policy. Courts have played more of a �nationalizing� rather than a �countermajoritarian� role. I also show how differences in federal structures affected recent efforts to reform citizenship policy in these countries.

Don’T’ Know Much About History: Constitutional Text, Practice, And Presidential Power, David A. Schultz

Assertions of presidential supremacy and power in affairs often invoke history, including events during the administration of George Washington, to defend their assertions. This article raises some questions regarding what we can learn from history for constitutional argument. It concedes generally that historical facts can support or buttress constitution argument, but more specifically it contends that acts undertaken by George Washington are problematic assertions for presidential power, especially those that assert “supremacist” or broad if not exclusive claims for presidential foreign policy authority. To do that, this article first describes how history is employed as constitutional argument for presidential power. …

Mandala: From Sacred Origins To Sovereign Affairs In Traditional Southeast Asia, Rosita Dellios

This paper examines 'mandala' as a tradition of knowledge in Southeast Asia. It marries two concepts of mandala: (1) a Hindu-Buddhist religious diagram; with (2) a doctrine of traditional Southeast Asian 'international relations', derived from ancient Indian political discourse. It also highlights the value of Chinese thought as the 'yin' to ancient India's 'yang', in the construction of a Southeast Asian mandalic political culture. In its investigations, this paper draws on to the writings of key historians of this period, particularly O. W. Wolters, as well as the influential Indian text on governance, Kautilya's Arthasastra.

Based on a realistic point of view, Cambodia poses many security risks to potential investors based on their current domestic situation. Jonathan Ping's volume establishes a unifying theory for the concept of middle power (MP). MPs are states which have an innate form of statecraft and perceived power as a result of their size. The book presents hybridization theory as a basis for analysis, policy development and prediction of MP statecraft and perceived power. A prerequisite to the founding of hybridization theory is the new statistical method of definition which identifies sixteen MPs of Asia and the Pacific.
