History shows that both democratic and nondemocratic countries wage wars to advance their strategic interests. This study has comparatively analyzed two conflicts – the 2003-2011 U.S. invasion of Iraq and Russia’s ongoing war in Ukraine – to identify the trends that motivate both democratic and autocratic leaders to behave similarly by launching an invasion. The interpretive research of various memoirs, books, interviews, academic articles, news reports, and speeches, has uncovered that personal biases, particularly confirmation biases, play a significant role in motivating leaders to start a war. How far can a democracy go to protect itself without jeopardizing the liberties upon which democracy depends? This dissertation examines why wartime restrictions on civil liberties outlive their original justifications. Through a comparative historical analysis of five major American wars, it illustrates the decisive role of the U.S. Congress in preserving these restrictions during peacetime. Drone strikes have a detrimental impact on the region of a nation, especially when the contact is not the targeted threat. When drone strikes are sent out, they result in consequences such as death, infrastructure damage, and consequently, unemployment increases. There is a long-standing assumption in feminist international relations theory that women are more peace-oriented than men, and that, therefore, if more women were put in positions of power, there would be less war. This paper explores whether this assumption holds true in the United States federal legislature by examining the voting and congressional records of women in Congress over time, in both the Republican and Democratic parties, and comparing them to the records of male members of Congress to determine whether women exhibit a significantly different legislative approach to war.

This research examines the effect of cruise missile possession on state behavior. Specifically, it seeks to determine if countries who possess cruise missiles are more likely to initiate a military threat, display, or use of force than countries who do not possess cruise missiles. Traditional International Relations theory suggests that, all else being equal, a state with an asymmetrical military advantage should enjoy concessions from target states, decreasing the likelihood of armed conflict.
