This thesis examines the role of formal ties to terrorism and its effect on foreign aid

from donor countries considered either democratic or not. I hypothesize that as more seats are occupied in a recipient country’s government by a known terrorist organization, the less total aid democratic donor countries will send to that country (vice versa for non-democratic donors). However, with stronger ties to terrorism, the more aid democratic donors will bypass through NGOs (vice versa for non-democratic donors). This paper examines the effects of the War Powers Act of 1973’s Authorisation for Use of Military Force (AUMF) system on the conduct of war, especially regarding the ongoing War on Terror. The War on Terror, began in the aftermath of the September 11, 2001, attacks when President Bush invaded Afghanistan. Under what conditions do violent nonstate actors (VNA) succeed against states? Why does David sometimes beat Goliath? Since at least the time of Thucydides and the Peloponnesian Wars, the realist narrative in international relations measures power primarily in relative, coercive, and deterrent terms. Strong states should accordingly face fewer constraints and enjoy more options while pursuing their national interests. Unconventional warfare, and its subsets of terrorism and insurgency, should—given these circumstances, end in VNA failure. Sometimes, however, VNAs find success. This paper begins by describing the history of imperial subjugation of Ireland and Chechnya, as well as examining the similarities between the actions and motivations of the IRA and Chechen insurgency. This paper examines China’s actions through the lens of the Genocide Convention to examine the whether the crimes of genocide are being committed against the Uyghur population. It contends that according to the Genocide Convention, China is committing genocide, and particularly through conditions, torture, and rape, against the Uyghur population. However, prosecuting a genocide in court would prove difficult due to China's laws and actions that can be used to defer accusations of genocide and problems with the Genocide Convention in the context of China and the Uyghurs.

Cultural heritage has always been at risk during times of war. UNESCO first endeavored to address the issue shortly after World War II, in 1954, when it passed the first of three signature conventions to protect against the damage, destruction, and pillage of cultural property in times of armed conflict. Lacunae and other deficiencies in their frameworks, however, rendered these conventions difficult to enforce and largely ineffectual. This research presents analysis for identifying common risk and resilience factors that contributed to or hindered Salafi jihadi mobilization of citizens of Central Asia and the South Caucasus and examines the extent to which these factors had differing internal and external outcomes on Salafi jihadi mobilization. Three levels of analysis provide examination of regime characteristics, behavior of jihadi organizations that mobilized individuals from the region, and case studies through interviews in communities affected by jihadi mobilization in Kyrgyzstan and Georgia.

Academic theories are not always applied by U.S. government employees who develop, influence, and implement counterterrorism policy. Narco-terrorism is the merging of terrorism and drug trafficking. Terrorist organizations and narcotics traffickers each have much to offer the other; there is potential for symbiosis in the form of cooperation and even hybridization. In the following research, I investigate whether hard offensive counterterrorism results in the failure or success of a counterterrorism strategy. In the second chapter, the academic literature of counterterrorism strategies is examined. Next, a hypothesis is put forth that if a hard offensive counterterrorism strategy is utilized, indicators such as high troop levels, more civilian casualties, more negative public opinion, and an increased rate of terrorism, will point to a failed counterterrorism strategy. The Boko Haram insurgency in Nigeria was the world’s deadliest terrorist group of 2014, second deadliest in 2015, and is one of the most perplexing terrorist groups to arise in the past 50 years.
