Constantly changing global events impact local policing and emergency services personnel in their roles as guarantors of safety and security. This paper extends research originally completed in the United States and compares the results with findings from Kosovo police. Police in both Kosovo and Utah (in the United States) serve minority populations. In Utah, the population that was once homogeneous is now very diverse. The population in Kosovo is becoming more and more homogeneous, but with some unique challenges for police and other public safety agencies. Security problems through time have become the area of responsibility for the most important institutions of states and their experts. The world has never been safe for small states because history has shown that it is very easy for major powers to manipulate these states, both economically as well as militarily. Incorporating National Incident Management System training and exercise principles into homeland security and emergency management learning can help university students develop emergency response capabilities through practical application of knowledge in simulated incidents. In addition, they gain team-building and leadership skills, establish relationships with professionals that will carry forward into their careers, and obtain confidence in their abilities to respond under pressure to simulated critical incidents.
