A key challenge facing small professional service firms (PSFs) in the context of implementing human resource development (HRD) is access to resources. The use of external and internal networks represents an important means of identifying and acquiring needed resources. We utilize resource dependency and network theories to explore the types of networks used by owner-managers to acquire HRD resources and the types of resources that are acquired. We investigate these issues utilizing three case study organizations located in the Republic of Ireland and interview data from owner-managers and employees. This paper highlights how contract incompleteness can threaten the performance of public procurement facilities management contracts during their implementation stages, based on a multiple case study comprising five public procurement services contracts. The paper takes a principle-agent view and with the unit of analysis being the contract itself. The paper shows that contract contingencies are almost inevitable and may stem from the written contract or from the participating organisations. Written and unwritten contract management mechanisms were used in practice to deal with contingencies as they arose in the services case studies examined. As the archetypical franchisor and industry leader, McDonald’s has come under much public and legal scrutiny in recent years for its business practices and its effects on low-wage and unskilled employees. Its no hire provision—which is a term included in its franchise agreements with franchisees that bars franchisees from hiring each others employees—has been found by economist to suppress wages and stagnate growth. This provision is being challenged under antitrust law while its employment practices are being disputed under labor law.
