"A Deadly Menace to All Young Womankind": Seduction and Protective Legislation in America, 1850-1923 looks at sexual harassment before it was an actionable offense. Although female domestic servants have endured unwanted sexual attention for most of American history, the entry of women into wage labor in factories and offices during the late nineteenth century dramatically increased the number of girls and women that were subjected to what we today call harassment. Careful examination of American newspaper archives, court records, and reformers' personal papers have uncovered cases of unsolicited sexual advances toward women, and have demonstrated that sexual harassment was considered …

With American involvement in World War I a drastic change in United States domestic policy occurred. Through the use of wartime Espionage and Sedition Acts came the tool to begin a campaign of suppression of political radicals. This came as the compounding of earlier events like the Los Angeles Times bombing in 1910 occurred with a campaign of anarchist bombings, a growing number of strikes, and wartime propaganda created a setting allowing for government officials to carry out raids, arrests, and both a censoring and punishment of speech. The Progressive era saw a series of social reforms and mass movements for better living and working conditions. Middle-class women emerged as the "housekeepers" of the public arena. Women like Jane Addams started these trends and acted as benevolent organizers for the immigrant people, who were entering the United States only to find crowded conditions and hostile cities. Strikes over dangerous work environments became pressing concerns.
