This dissertation will describe the career of Don Felix Martinez de Torrelaguna, an important figure in New Mexico history for some thirty years following the reconquest of this region in by Don Diego de Vargas in the 1690's. During the period from 1693 to 1717 Martinez served at intervals as soldier and officer in the Santa Fe and El Paso presidios, as agent in Mexico for the Santa Fe garrison, as commander of this presidio, and as governor of the province. The story of the small pox inoculation controversy in Norfolk could best be told if considered in the context of the times. It was therefore necessary to examine the prevailing medical theories in the eighteenth century, the progress of inoculation in America after its introduction in 1721, and the social, political, and economic conditions of Virginia in the decade that the controversy ensued. Only after this background was established was it possible to understand fully the reaction of certain Norfolkians against inoculation, and the reasons why this reaction occurred.

Vasco de Quiroga, one of the truly great figures sent from Spain to New Spain in the sixteenth century, stands out for his contributions to the political ecclesiastical, and social development of Mexico. He was sent to the New World by the Spanish crown as a member of the Second Audienoia of Mexico in an effort to straighten out the confusion and turmoil which had resulted from ten years of struggling factionalism in the young colony and from the disastrous regime of Nuflo de Guzman and his companies of the First Audienoia.

This research is aimed at an analytical study of the non-intervention principle as established in the Charter of Bogata, and of the new alternative of collective action, initiated at Buenos Aires in 1936, and consolidated and strengthened in the Rio Treaty of 1947.
