Fostering An Evaluative Culture By Addressing A Breakdown In The Policy Development Cycle, Michelle Anderson-Draper Aug 2022

Fostering An Evaluative Culture By Addressing A Breakdown In The Policy Development Cycle, Michelle Anderson-Draper

The Dissertation in Practice at Western University

This Organizational Improvement Plan (OIP) aims to address the problem of practice (PoP) of a breakdown in the policy development cycle. The breakdown has resulted in a lack of evaluative feedback on the extent to which policies have been implemented as intended and are effective in achieving their intended outcomes. The PoP challenges elected trustees, in a large and diverse K–12 school division in Western Canada, to carry out their governance role. To address the PoP, the OIP offers a comprehensive change implementation plan, guided by a four-step change path model, actions, and continuous improvement cycle, supported by communication strategies …

Gun Control Laws And Policies Reported Influence On The Attitudes Of Faculty At Mississippi Universities, David Besancon May 2022

Gun Control Laws And Policies Reported Influence On The Attitudes Of Faculty At Mississippi Universities, David Besancon

Dissertations

The concealed carrying of firearms is a polarizing subject. In general, the political left would like to see more restrictive gun laws, whereas the political right would like to see less restrictive guns laws. Research of this also seems politically biased. While one researcher will use data that show violent crime increases with more restrictive gun laws, another researcher will use logic to dictate that less guns means less violence. University campuses are generally considered a liberal environment. However, Mississippi has been one of the two most conservative states since the 1930s. This research examines the attitudes of faculty at …

The Axis Of Access: A Quantitative Ethnography Of Presidential Discourse On The Construct Of College Access In The United States, Pamela M. Donnelly Jan 2022

The Axis Of Access: A Quantitative Ethnography Of Presidential Discourse On The Construct Of College Access In The United States, Pamela M. Donnelly

Theses and Dissertations

Federal discourse pertaining to college access requires clarified definition. Use of the college access construct has become commonplace, yet no unified refinement of meaning exists. This study, which covered U.S. presidential communications from January 2009 to October 2021, addressed the abstraction of language as leaders presented ideas, policies, and opinions. Observable trends impacting social mobility for students from underserved populations were of central interest. The research methodology, Quantitative Ethnography (QE), used the tool of Epistemic Network Analysis (ENA). Eight codes were identified through grounded analysis: Affordability, Pathway Program, Underserved Populations, Class Systems, Upward Mobility, Career Readiness, Trajectory, and Career Technical …

Attitudes And Actions Of Genetic Counseling Program Directors Regarding Standards For Accreditation Of Genetic Counseling Training Programs, Ben Newsum

Human Genetics Theses

Academic accreditation is a common feature of higher education, with a moderate body of literature. Previous studies largely focus on factors that are crucial to the implementation or acceptance of standards. This study explored how education standards of genetic counseling are perceived and interacted with by program directors. We performed semi-structured interviews with current program directors, assistant directors, and associate directors to gain insight into their perspectives on current accreditation standards and the standards’ revision process. Interview transcripts were analyzed via thematic analysis to identify common themes related to program directors’ perceptions of the standards and accreditation as a whole. …

Weaving The Braid Of Culturally Responsive Leadership Within Policy And Governance To Improve Indigenous Student Success, Shelly L. Niemi

The Dissertation in Practice at Western University

This Organizational Improvement Plan (OIP) explores a Problem of Practice (PoP) that highlights the need for why the Board of Education and the Senior Administration team within the Raven Bay School Division (RBSD, pseudonym) would benefit from using a culturally responsive leadership approach when making decisions and how this may be achieved through policy and governance to guide their practice. The goal of this OIP is to examine why this leadership approach would be relevant for the Board of Education and the Senior Leadership team when they are making any policy and governance decisions, as it relates to Indigenous …

Maryland’S Historically Black Institutions: In Pursuit Of Equity In Higher Education, Maureen Samedy-Cooke

Dissertations, Theses, and Capstone Projects

In 2013, a federal judge in the U.S. District Court of Maryland ruled in The Coalition for Equity and Excellence in Maryland Higher Education et al. v. Maryland Higher Education Commission et al., that through the practice of offering duplicative academic programs at Maryland’s Historically Black Institutions (HBIs) and their Traditionally White Institutions (TWIs), Maryland has practices in place that perpetuate a segregated higher education system, a violation of the United States Constitution and the Civil Rights Act of 1964. This dissertation examines the effect of duplicative academic programs on racial enrollment in Maryland’s Historically Black Institutions. The study draws …

Honors Theses

BACKGROUND: Childhood obesity is a significant public health concern and its

prevalence is increasing. Since children spend much of their time in schools, programs available in this setting can play an important role in promoting student health and reducing obesity. With the purpose of addressing childhood obesity, the U.S. Congress passed the Healthy Hunger Free Kids (HHFK) Act, 2010, which strengthened the mandate and regulations for schools to develop and implement School Wellness (SW) policies put into place to promote students health. Transparency and accessibility of SW policies among schools and public communities are important and required for the development …

Trauma And Social Frameworks: The Effect Of Uasd-Government Conflict Between 1966 And 1978 Over Perspectives About Higher Education, Jesús Leonardo D'Alessandro Apr 2020

Trauma And Social Frameworks: The Effect Of Uasd-Government Conflict Between 1966 And 1978 Over Perspectives About Higher Education, Jesús Leonardo D'Alessandro

Dissertations

Currently, the expenditures for higher education by the Dominican government are at record highs (OECD, 2012; MESCYT, 2018). Yet, nationwide, student attrition rates in universities average a challenging 50% (OECD, 2012). This percetange climbs to 80% in Universidad Autónoma de Santo Domingo (UASD). UASD is the oldest public university and the largest higher education institution in the Dominican Republic, hosting 44% of all undergraduate students enrolled in the country (OECD, 2012; UASD, 2018). The institution’s attrition levels suggest that while the Dominican government’s investment in higher education is high, the return on that investment is low.

Although domestic plans and …

50-State Higher Education Disability Policy Review 2008-2019: A Content Analysis, Marie Orlin

Electronic Theses and Dissertations

More students with disabilities are present on higher education campuses. This study examines enacted legislation of the 50 United States throughout an 11-year period of students with disabilities in higher education. Racialization of disability and representation in states’ legislation is examined. As the student body expands on higher education campuses, diversity comprehensively racially, ethnically and culturally grows. Four major federal laws: Americans with Disabilities Act and Amendments Act, Rehabilitation Act of 1973, and Individuals with Disabilities Education Improvement Act of 2004 form the state disability legislation backbone applicable to postsecondary students. The Individuals with Disabilities Education Improvement Act of 2004 …

Journey Of The State Budget, Karina Carmichael Aug 2019

Journey Of The State Budget, Karina Carmichael

Masters Theses/Capstone Projects

In attempts to make government fair and equitable, the process of any bill but especially the budget bill can be extremely convoluted and difficult to follow. I was able to learn how to navigate the system and understand the processes by which things happen at the statehouse.

The statehouse is filled with representatives of countless interest groups all fighting for their opinion of how things should be done. As demonstrated by this budget cycle, government can be a push and pull directed by politics, personal opinions, and countless other factors, which may result in nothing getting done.

Skills And Student Affairs: A Discourse Analysis, Shannon Mckechnie Oct 2018

Skills And Student Affairs: A Discourse Analysis, Shannon Mckechnie

Electronic Thesis and Dissertation Repository

Media, industry, and other public actors have claimed that a ‘skills gap’ exists in students exiting post-secondary education and entering the workforce. The Ontario provincial government has developed policy, the Highly Skilled Workforce Strategy, to provide directives to universities in the province to provide skills development to students to aid in closing the gap and providing a workplace relevant education. In this study, I explore the experiences of student affairs and services (SAS) staff responsible for enacting provincial policy related to skills development at the university level by investigating the discourses that shape policy and practices of these staff …

Social Construction Of Power In Policymaking: A Case Of Cybersecurity Articulation Agreements In Virginia, Michael Paul Moore Oct 2018

Social Construction Of Power In Policymaking: A Case Of Cybersecurity Articulation Agreements In Virginia, Michael Paul Moore

Educational Leadership & Workforce Development Theses & Dissertations

Existing research into the creation of articulation agreements focused solely on the functional aspects of these documents, such as maximizing transfer credit. However, little is known about the experiences of faculty and administrators at the community colleges and universities who create articulation agreements and how their experiences affect partnerships between institutions. This is especially important for high-stakes articulation agreements in industries that are under-employed, as institutions are expected to enroll large numbers of students to meet the demands of the market. Who takes charge in the creation of such articulation agreements is of interest for leaders of institutions seeking to …

The History Of Massachusetts Transfer And Articulation Policies In Contexts Of Evolving Higher Education System Structure, Coordination, And Policy Actors, Daniel De La Torre, Jr. Jul 2018

The History Of Massachusetts Transfer And Articulation Policies In Contexts Of Evolving Higher Education System Structure, Coordination, And Policy Actors, Daniel De La Torre, Jr.

Doctoral Dissertations

Community colleges carry out dual missions providing occupational and collegiate preparation in local communities across the United States. These institutions prepare students for advanced study via transfer policies that lead to enrollment in baccalaureate institutions. State higher education systems use transfer and articulation policies to strengthen academic pathways between two-year and four-year institutions. These policies rely on established governance to facilitate student transfer between sectors. The transfer and articulation literature stresses the importance of statewide policy guidelines, yet little has been written about the process of transfer policy development involving state higher education governance and policy groups and actors. The …

Predictors Of Medical Students’ Attitudes Towards Abortion And Their Changes Overtime, Rebecca Elizabeth Morales Jan 2018

Predictors Of Medical Students’ Attitudes Towards Abortion And Their Changes Overtime, Rebecca Elizabeth Morales

Sociology & Criminal Justice Theses & Dissertations

As new legislation is regularly being introduced to minimize Roe v. Wade’s protection of women’s right to choose in a medical setting, it is imperative to study what predictors may have an impact on abortion attitudes within the demographic of medical students, as well as how these predictors impact one’s willingness to provide the service in the future. The current study then, uses data collected in 2000 and 2015 from a medical school located in Virginia, and in collaboration with a research university in the state to examine what factors are associated with a willingness to provide an abortion, as …

The Cultural Construction Of Diverse Other(S): A Discourse Analysis Of Institutional Policy, Rachel E. Friedensen Nov 2017

The Cultural Construction Of Diverse Other(S): A Discourse Analysis Of Institutional Policy, Rachel E. Friedensen

Doctoral Dissertations

Institutions of higher education are tasked with grappling with their long histories of exclusion and inequality. As more members of historically marginalized groups gain access to higher education, colleges and universities strive to create more equitable environments within their walls and to produce equity-minded democratic citizens. These institutions turn to policy to help them achieve these ends. These policies often emphasize diversity—a multivalent concept that often simply means difference, but also serves as a stand-in for the policy performances produced by institutions as they attempt create equitable and just campuses. Diversity’s multivocality inspires the main question that this study answers: …

International Student Mobility In Higher Education In China: Tensions Between Policies And Practices, Kang Chen Aug 2016

International Student Mobility In Higher Education In China: Tensions Between Policies And Practices, Kang Chen

Electronic Thesis and Dissertation Repository

Under globalization, the Internationalization of Higher Education (IHE) has intensified. International Student Mobility (ISM) as a key part of IHE has attracted more attention as well. China, traditionally an exporter of students, is becoming a popular host country for international students as well. By examining relevant policies and international students’ experiences, this study constructs a comprehensive portrait of ISM in China. Analyzing the ISM policy and student perspectives with attention to underlying ideologies of IHE (Stier, 2004) illuminates the tensions between the policies and practices. At the policy level, instrumentalism is the primary ideology driving the Chinese government and the …

Defending Liberal Education: Implications For Educational Policy, Christopher W. Lyons Oct 2015

Defending Liberal Education: Implications For Educational Policy, Christopher W. Lyons

Electronic Thesis and Dissertation Repository

This thesis advocates for the inclusion of liberal education in discussions of the college and university missions and mandates in North America. It is conceived with the purpose of influencing policy thinking and generating the theory and ideas required for sound education policy decision making. Research into liberal education is a special and atypical kind of inquiry and requires innovative theoretical approaches. Liberal education is foremost a philosophical problem and requires philosophical approaches. The method used is, therefore, conceptual in nature and drawn from analytical philosophy.

My research approaches liberal education conceptually in three ways: historically, philosophically, and politically. Historically, …

Student Perceptions Of Institutional Crisis Management, Preparedness, And Response: The Case Of The Active Shooter, Jared Allen Grimsley

Masters Theses

Institutional crisis management is becoming more relevant with every passing tragedy and crisis event. This study utilized a modified existing survey to collect quantitative data from students attending a large four-year public research institution located in the Southeastern region of the United States. A stratified random sample of commuter students and non-commuter students was analyzed to compare statistical similarities and differences between the groups. The largest group of student respondents were full-time, freshmen, female, involved, and currently live on campus. Students perceived their institutions to be moderately prepared to respond to both general crises and active shooting situations, although a …

Mobilizing Alumni Constituents For Legislative Advocacy In Higher Education, Elizabeth Saxman Underwood Aug 2012

Mobilizing Alumni Constituents For Legislative Advocacy In Higher Education, Elizabeth Saxman Underwood

Graduate Theses and Dissertations

Adequate funding has become a critical issue for institutions of higher education, affecting outcomes such as accessibility, affordability, and quality of education. The recent economic recession has been detrimental for state funding, resulting in budget cuts for higher education in a majority of states. Overall, state funding has not kept pace with the rising costs of education. Additionally, the issues of state governance and institutional autonomy have also become heightened. Thus, many higher education institutions are initiating advocacy programs with their external constitutions. Because alumni are integral group of an institution's constituent base, and often exhibit the most passion for …
