In September 2021, the University of Nevada, Las Vegas (UNLV) reclaimed its status as the nation’s most diverse university, according to U.S. News and World Report rankings. However, despite having such a diverse student body, the institution’s faculty population continues to be predominantly white. This report explores the gap in racial diversity between students and faculty members at Nevada’s two research universities: UNLV and the University of Nevada, Reno (UNR). Policy initiatives such as the Western Undergraduate Exchange (WUE), a regional tuition saving agreement among colleges and universities operating in the western states, have the ability to increase mobility and promote human capital attainment. This brief will be focusing exclusively on how Nevada’s higher education system and related programs, specifically the WUE, can be improved to further attract and attain a higher-skilled workforce. This paper will cover a literature review of brain drain and its effects, investigate Nevada’s relationship with human capital and the WUE, as well as offer policy recommendations to improve attainment.

The Secretary of State publishes the outcomes of each race, and results are broken down by county. Voting data are displayed as raw vote totals and percent shares of the total vote. In particular, this paper aims to answer the questions of how interest groups are able to make a difference in the legislative process and how those groups are able to gain access to the political environment in the state. Cooperative Extension is a partnership funded by federal, state, and county governments that extends University of Nevada services to Nevadans. As the original branch of Nevada’s land-grant institution, the University of Nevada, Reno (UNR) has administered Cooperative Extension Service (CES) since the program’s inception over a century ago. However, as currently organized, CES has limited presence in Southern Nevada and it has not developed programming commensurate with Clark County’s tax contribution to the CES budget. For more than a century, cooperative extensions and the land-grant universities have translated and extended research-based knowledge and provided non-formal higher education to their communities. Today, more than 80% of the nation’s population are living in urban areas (The World Bank, 2015). Challenges facing diverse populations require cooperative extensions to collaborate and form partnerships to leverage resources and expertise. On January 10, 2013 the elected leadership of Southern Nevada met to discuss the region’s governance, K--‐12, higher education, infrastructure, economic development, and health care needs. From that bipartisan discussion emerged policy priorities for the 77th Session of the Nevada Legislature. This report examines the degree to which the region’s elected senators and assembly members advanced these priorities and represented the interests of Southern Nevada in state government.
