Many government agencies and not-for-profit emergency organisations throughout the world encourage those community members and businesses at risk to write disaster survival or emergency plans. In Australia, community flood education and engagement programs such as FloodSafe promote the preparation of home and business emergency plans. In some cases, agencies use the writing of these plans as an indicator of community preparedness. There has been little research conducted into the efficacy of personal or business emergency plans, although there is evidence to show that business damages could be reduced by having an emergency plan. The Use Of Social Media In Countrywide Disaster Risk Reduction Public Awareness Strategies, Neil Dufty

Social media has been used extensively in recent disasters by emergency managers particularly to warn people and help in the co-ordination of response and recovery. However, its use in disaster prevention and preparedness is less understood. This article examines the use of social media in disaster risk reduction (DRR) awareness strategies around the world through a literature review and expert opinion. It concludes that it is generally underutilised in major DRR awareness strategies, although there are robust programs operating in some countries with high social media use.

Violence As An Obstacle To Livelihood Resilience In The Context Of Climate Change, Beth Tellman, Ryan Alaniz, Andrea Rivera, Diana Contreras

Central America continues to be a violent region and is prone to increasing climatic shocks and environmental degradation. This paper explores the non-linear feedback loop between violence and climate shocks on livelihood resilience in El Salvador and Honduras, two countries experiencing high rates of violence. The nature of this complex feedback loop is examined by analysing case studies on the community scale, which include challenges in reconstructing community social capital post-Hurricane Mitch (1998) in Honduras and the importance of social capital in community resilience to Hurricane Ida (2009) in El Salvador. Community disaster education, communication and engagement (ECE) is an integral component of emergency management in Australia and around the world. Its main goal is to promote public safety and, to a lesser extent, reduce damages. Schools are an important avenue for youth to learn about disaster resilience. A critical success factor for the uptake of disaster resilience learning in schools is the ability to embed learning activities in school programs that are linked to relevant curriculums. With the introduction of the Australian Curriculum, it is timely to identify new opportunities for student disaster resilience learning and related curriculum development by emergency services organisations. Using a technique called ‘curriculum mapping’, a research project has identified disaster resilience learning opportunities and gaps across the Australian Curriculum.

Post-event evaluations of emergency management are critical to help emergency service providers and communities learn to build disaster resilience. This paper identifies five main types of formal post-event evaluations of emergency management that are used in Australia. It argues that these evaluations should be more consistent in their conduct and approach, more comprehensive in scope, and better timed. The paper also suggests that post-event evaluation reports should be released particularly to the affected communities.

The distinction between “natural” and “man-made” disaster has grown increasingly difficult to defend. Our current conception conflates extreme natural events with the notion of disaster—an exclusively human construct. We define our cultural perception of “natural” disaster through three “man-made” constructs. First, our values alone characterize the scope and scale of loss. Second, our volition exacerbates otherwise benign natural hazards, exposes us to otherwise avoidable hazards, and, through technology, generates new and otherwise non-existent hazards. Finally, when natural hazards do unleash their destructive powers, pre-existing socio-economic inequalities manifest as vulnerabilities that ultimately determine both absolute and relative social outcomes and impacts. …

This paper is a first attempt to scope the possible content and learning processes that could be used in a holistic Learning for Disaster Resilience (LfDR) approach as a possible improvement to current disaster education, communications and engagement practices. The research found that LfDR should not only cover public safety aspects, but also learning about the community itself, including how to reduce its vulnerabilities and strengthen resilience.
