Landfilling prevails in waste management options in Romania like others new EU members, being contrary to the concept of waste hierarchy promoted in recent years by EC. Open dumps was the main option of the local communities in household waste management, this practice being banned after July 16, 2009. The paper examines the correlation between dumpsites volumes, population density and local geographical conditions in the context that in most rural administrative-territorial units of the county there were no facilities for waste collection. The geographical distribution of dumpsites volumes reflects the disparities between different areas of the county and on the other hand, it highlights the spaces exposed to pollution. Landfills are the most common and easiest methods to dispose the municipal waste in Romania and still prevails in current waste management options. This type of critical infrastructure was designed to dispose urban waste generated over years or even decades and ultimately led to create new landforms in urban landscape. Open dumping of waste generated and uncollected is the most common option in waste management schemes from rural areas. Lack of sanitation services or rudimentary waste management systems favored this practice. This paper proposes a method to estimate the amounts of household waste uncontrolled disposed at local administrative unit level (commune) for 2003 and 2010. Based on estimating the amounts of waste generated and uncollected are introduced new indicators in the quantitative analysis taking into account the household waste composition, individual composting of biodegradable waste or recyclable waste from households for a more proper assessment of waste disposed. This paper proposes a spatial analysis of statistical data concerning the number and areas of rural dumpistes for local administrative units (LAU in Romanian’s rural terrirory = communes) from 6 counties of North-East region using thematic cartography. Database created at local scale is correlated with demographic factors (eg population density) taking into account the various geographical conditions between these 6 counties(Neamt,Suceava,Botosani,Iasi,Bacau and Vaslui).Rural dumpsites have been identified by the county environmental authorities in 2008 and 2009,deadline for closure and rehabilitation being July 16, 2009 .The large number of these sites reflect the lack of organized waste management system in rural …

Household waste generated is often uncolleted in rural areas causing various types of pollution like: air and water pollution, soil pollution and the aesthetic degradation of the landscape. The environmental legislation proposed by the European Union was transposed on the national legislation but the implementation process was difficult because of particular situations encountered in practice. Rudimentary infrastructure of waste management and limited access to waste collection services lead to uncontrolled household waste disposal.
