Wildfires are increasing in frequency, duration, and severity across Western North America. 20,438,720 acres (20.1%) of California has burned at least once since 2010. Projections suggest a statewide increase in burned area between 36% and 74% by 2085, with some forested areas in Northern California exceeding 100% in all modeled scenarios. Fire regimes have deviated far from their historical norm, significantly increasing the risk of type conversion from forest to other ecosystems. Californians rely on the myriad of ecosystem services produced by these forests to meet their basic needs. Access to these fundamental services will be severely reduced if appropriate …

In 1819, the Spanish Crown established Cañón de Carnué land grant as a buffer between the colonial settlement of Albuquerque and raids from Plains Apache and other nomadic tribal nations. Upon entering the U.S. period of Manifest Destiny, Carnué land grant heirs lost much of the land they stewarded as a collective to the Cibola National Forest. While the state generates laws and policies that complicate the prioritization of subsistence land uses by land grant communities, Carnué’s presence is felt as grantees reform relationships to their environment and assert their personal stake in stewardship and care. Howard Abbey could recall the exact moment when he learned that he had passed the forest ranger’s examination for the newly established USDA Forest Service (USFS). In 1992, the Forest Service adopted a new operating policy, Ecosystem Management, which minimized the agency's timber production goals in favor of a more ecologically balanced view of its responsibilities. In explaining this shift, scholars have dismissed the possibility of internal reform, arguing that the Service could not change without irresistible external pressure from environmental activists and new public values supporting biodiversity. Viewing the Service's shift through the lens of the spotted owl controversy, however, demonstrates the important role agency culture played in instigating bureaucratic change. The Service's evolution stemmed from the rising influence of its scientists in policy formation. …
