World Energy Justice Conference (October 23-24)

The 2009 CEES Energy Justice Conference took place at the University of Colorado Law School on October 23rd and 24th, 2009. It featured 11 sessions, more than 40 speakers, and attracted over 200 attendees. The Conference brought together leading international and U.S. decision-makers in politics, engineering, public health, law, business, economics, and innovators in the sciences to explore how best to address the critical needs of the energy-oppressed poor (EOP) through long-term interdisciplinary action, information sharing, and deployment of appropriate sustainable energy technologies (ASETs).

For a period of three weeks I spent my days wandering the streets of Maun, talking to lodge owners, restaurants, local bars, and private waste collectors investigating the ways in which beverage cans are reused, recycled, and disposed of in Maun. Ultimately I wanted to uncover the story of the beverage can in the village of Maun. Local communities have long played an integral role in the realization of conservation goals and the success of protected areas in Madagascar. Since the appearance of human civilizations approximately 2,000 years ago (Brown 1995), the physical landscape of the island has undergone processes of adaptation to the practices of Malagasy people, while Malagasy cultures have in turn molded to fit their surroundings. The rapid growth of urban centers in the last century has resulted in obvious social stratification and neglect of the natural environment. Not only is the gap between rich and poor increasing, but the resources that supply urban consumption and community development are increasingly depleted without due recognition. These issues are successfully addressed in some communities by drawing example from more traditional practices of ecological management, such as water conservation and local food production. An important non-point source pollution challenge facing municipal officials in southern Maine is the conversion of forested and undeveloped land to development (Krum & Feurt, 2002; Wells NERR, 2003; 2001). There is a critical need, during the next decade, to apply science-based knowledge and facilitate the adoption of practices associated with low impact development, protection of riparian buffers, preservation of wetlands and innovative stormwater management technology to land use decision-making. The 220 acre master plan for South Village, the largest project in the City of South Burlington’s history, encompasses multiple housing types and innovative provisions for affordable housing. It integrates housing with open space and natural resource conservation, including a major Community Supported Agriculture project developed by a nonprofit partner, the Intervale Foundation. While not a mixed-use project (that is, commercial as well as residential development), South Village nonetheless represents a qualitative change in approach for South Burlington by incorporating large-scale open space preservation as part of development and multiple housing-types in one project. Part of every UNLV engineering student’s academic experience, the senior design project stimulates engineering innovation and entrepreneurship. Each student in their senior year chooses, plans, designs, and prototypes a product in this required element of the curriculum. A capstone to the student’s educational career, the senior design project encourages the student to use everything learned in the engineering program to create a practical, real world solution to an engineering challenge.

The Portland Municipal Climate Change Working Group prepared a report in March 2008 that outlined several recommendations as a commitment by the City to address greenhouse gas emissions (GHG) produced during daily municipal operations. The Municipal Climate Action Plan was written in partnership with Clean Air – Cool Planet and Portland officials, and acknowledges under Recommendation #2 that an employee energy efficiency program would provide significant positive impact on the City’s reduction of greenhouse gas emissions. JFSP Research Project Reports

The Healthy Forest Restoration Act of 2003 (HFRA) was enacted to reduce wildfire risk to communities and other at-risk lands through a collaborative process of planning, prioritizing and implementing hazardous fuel reduction projects. One of the key features of HFRA is the development of community wildfire protection plans (CWPPs). We studied the development of CWPPs in order to identify those factors and processes that consistently lead to effective collaborative fire and fuels management as defined by HFRA, and enhance local social capacity to sustain wildfire protection activities into the future.
