Environmental Justice In Vermont’S Vulnerable Communities, Qing Ren

The environmental justice (EJ) movement was initiated in the United States in the 1980s. The early focus of the movement addressed environmental racism and disproportionate exposure to pollution among communities of color and low income populations. It later evolved to include multiple dimensions of social injustice in the natural and built environment, such as food, transportation, housing, recreational spaces, and more. In this study, we used spatial analysis to identify Vermont’s environmentally vulnerable communities. We also used quantitative and qualitative methods to understand food and transportation justice in these vulnerable communities.

This dissertation examines people’s relationships to place and community. The papers are linked by three broad themes: 1) place meanings, 2) community connections to resource places, and 3) innovative qualitative research methodologies.

The first paper used ethnographic methods in a case study of Vermont’s Winooski Valley Park District to examine how regional park districts can strengthen community relationships. It explored how the district serves visitors and communities, stimulates community interactions and cohesion, and perceives the outcomes of these efforts. The National Park Service (NPS) strives to embody U.S. democratic ideals, conserving our collective stories and scenery for their intrinsic value and the enjoyment of current and future generations. However, although these places are conserved for all, they are not enjoyed by all. As with other conservation agencies, the NPS finds itself increasingly concerned with building relevance with diverse potential stewards. In cities, where 80% of the U.S. population and 40% of the NPS portfolio is based, there is a prime opportunity to build relevance with large, diverse, and proximate audiences. Changing weather patterns, the declining social fabric of rural communities, and economic uncertainty increasingly pose challenges to Vermont communities. The socially and environmentally embedded production practices within sustainable agriculture present a potential solution to these problems. In order to make the most of the potential benefits of these practices society must maximize their adoption. This requires an understanding of both farmer adoption of these practices and consumer perceptions of the resulting food products. Determining patterns in pro-sustainable attitudes and behaviors, and revealing motivations behind these behaviors have important implications for the future of sustainability education. This dissertation examines the language-based, discursive processes through which meanings and experiences are socially constituted in outdoor recreation and natural resource environments. Language use and discourse are seen as interactive, constructive processes, approached through the theoretical perspectives of argumentation, social constructionism, and performance.

Three qualitative studies, based in data collected at Acadia National Park and forest-related sites throughout Vermont, comprise this dissertation.
