Floods are the most damaging natural disasters in America. Land use change in upland watersheds can increase the probability and severity of floods (Bronstert, Niehoff, & Burger, 2002). When watersheds are divided by political and private property boundaries it leads to a misalignment of incentives in which downstream users lack recourse for upstream land use decisions contributing to flood risk. In this thesis, researchers interrogate the attributes of town officials and towns that determine what motivates town governments to act on flooding and what motivates and enables town officials to collaborate on planning and how do they collaborate in practice. …

The purpose of this research project is to understand the ways in which the current land use regulations in Puna, Hawai’i have impacted accessibility to a variety of affordable housing forms. The 2018 Kīlauea eruption and COVID-19 pandemic have exacerbated issues in the community that were already prevalent in the area including rising housing costs, lack of housing options, and insufficient infrastructure and access to essential services. Rangeland managers face challenges to adapt to climate extremes, and research is needed on how to support their adaptive capacity for managing climate risk. This study evaluates adaptive capacity using an integrated vulnerability and resilience conceptual model and three cognitive behavioral models. Overarching research questions focus on the relationship between protective action and impacts and the best predictors of taking action in response to drought. Three studies address these questions, using quantitative data collected from two post-drought surveys of rangeland-based livestock managers in the Northern Great Plains of the U.S. The studies find evidence of the roles of social-ecological sources …

This multiple case study investigated strategies that 3 small real estate business leaders in southeastern Louisiana used to resume and sustain operations in the aftermath of a natural disaster. The chaos theory and stakeholder theory were the conceptual frameworks for this study. Data were collected from semistructured interviews, and reviews of business continuity plan documents and member checking. In the United States, drought is the second costliest natural disaster, which leads to the need for increased drought mitigation efforts over time. However, drought planning has lagged behind other hazard mitigation efforts, which is likely due to the lack of a national drought planning policy. Although the Federal Emergency Management Agency (FEMA) requires all jurisdictions have a hazard mitigation plan (HMP) to receive pre-disaster mitigation funds, drought has only recently been a requirement in HMPs. This thesis analyzes the impact the FrontRunner commuter-rail service would have on Southeastern Box Elder County, Utah, using both anticipated future and alternative future scenarios created in a geographic information system (GIS). These alternative future scenarios include having the FrontRunner developed at anticipated stops and a transit-oriented development (TOD) scenario. Using techniques and methods developed by scholars in the bioregional planning field, these alternative future scenarios were compared against impact-data models addressing residential land-use suitability and landscape risk.

Outcomes: from this analysis, the TOD alternative future scenario had the least impact on landscape risk impact-data model. The TOD model …

There are a number of ways this fairness can be assessed. The most common way to assess transportation equity is by looking at the fairness of outcomes, distributed geographically, socially, or even by mode of transportation. Conservation strategies are necessary for cities to meet regional goals of sustainability, but commitments and collaborative efforts among influential stakeholders for economic and developmental growth frequently hinder conservation efforts. This study analyzes how planning documents influence conservation at the University of Central Florida (UCF). I use an inductive method of analysis to explore the stated conservation goals and commitments of UCF's Campus Master Plan. I then compare these objectives with the behaviors of the institution. This report focuses on using the Papathoma Tsunami Vulnerability Assessment Model (PTVA) to demonstrate the vulnerability of Cayucos to a 500-year tsunami, and using the results to inform specific planning recommendations. By modeling inundation with GIS and analyzing building attributes via the PTVA model, this study has gone beyond any previous vulnerability assessments of Cayucos. Findings include: delineation of the most vulnerable areas, estimates of numbers of lost civic buildings, commercial buildings and houses, as well as estimates of people displaced from tsunami damaged homes. Ecodistricts, or neighborhood-scale, community-driven areas of sustainable development, have emerged internationally and within the U.S. to create models of adaptive environmental design and advanced urban infrastructure. Central SoMa is the first ecodistrict to be planned and implemented in San Francisco, with the intention of revitalizing and greening this urbanized region of the city. At this time, the Central SoMa area has very low biodiversity levels, inefficient infrastructure, and poor water management capabilities. This report details the results of an empirical study that examined perceived health and well-being motives and benefits among visitors to a sample of Alberta’s parks and protected areas. The study revealed several major findings with important policy and management implications. First, the human health and well-being benefits that the visitors expected to receive from visits were perceived to be a major personal motivation in the choice to visit Alberta protected areas. The most important motivation factors identified by respondents were psychological and emotional well-being (89.1% of visitors ranked this important), social well-being (88.3%), physical well-being (80.3%), and environmental well-being …
