The Appalachian region of the United States has significant growth in the production of natural gas. Developing the infrastructure required for this resource creates significant disturbances across the landscape, as both well pads and transportation pipelines must be created in this mountainous terrain. Midstream infrastructure, which includes pipeline rights-of-way and associated infrastructure, can cause significant environmental degradation, especially in the form of sedimentation. The introduction of this non-point source pollutant can be detrimental to freshwater ecosystems found throughout this region. Ineffective risk assessment strategies can negatively impact the natural gas industry.

Engineer project managers who struggle to maintain a risk assessment plan are at high risk of failure, which could result in devastating consequences for the business and environment. Grounded in the theory of risk assessment, the purpose of this qualitative single case study was to explore strategies engineer project managers in the natural gas industry use to improve risk assessment planning to reduce pipeline accidents and improve profitability. Clear, consistent, and concise jurisdictional boundaries will aid pipeline operators to determine which regulations apply to their operations and associated facilities. This will help alleviate legal and financial risk to pipeline operators, who may be liable for noncompliance regardless of whether the pipeline operator or the associated refinery commits the violation. Overlapping state and federal regulations of pipelines and refineries has created confusion amongst operators regarding what regulations apply to their facilities. The Keystone XL pipeline is one of the most controversial topics in North America over the last five years. The debate is based on the trade‐off between Canadian oil sands as a usable energy resource and the environmental effects associated with the extraction and refining of the oil. The purpose of this project is to reduce the amount of salt entering the Paria River and ultimately the Colorado River. One way to reduce the amount of salt reaching the Colorado River is to eliminate seepage from the historic Tropic Ditch. The Bureau of Reclamation, Provo Area Office has proposed funding for the project under the Colorado River Salinity Control Program. In addition to reducing the amount of salt loading, the project would also conserve water lost to evaporation and seepage.
