The Open Prototype for Educational NanoSats (OPEN) aims to make space more accessible for educational and other uses by driving down the cost of CubeSat development. This paper presents a tentative plan for the use of two orbital missions as part of a two-phase technology demonstration sequence focusing on raising the technology readiness level (TRL) of OPEN to a level suitable for wide use and adoption. Conventional quality control of compaction during construction is currently based on an in-situ determination of dry unit weight and moisture content via nuclear procedures, but because this is a localised procedure, poor compaction can often occur. Moreover, with older compacted embankments where few or no records of the control done during construction are available, there is no existing methodology that can help practising engineers assess their post-construction condition. Despite ongoing interest in deploying Information and Communication Technologies (ICTs) for sustainable development, their use in climate change adaptation remains under-studied. Based on the integration of adaptation theory and the existing literature on the use of ICTs in development, we present an analytical model for conceptualizing the contribution of existing ICTs to adaptation, and a framework for evaluating ICT success. We apply the framework to four case studies of ICTs in use for early warning systems and managing extreme events in LAC countries.
