Many state transportation agencies have introduced safety management systems (SMSs) to improve employee safety and health programs. These systems let employees quickly access safety and health policies, procedures, training, responsibilities, resources, and incident reporting tools, often electronically. Instituting a SMS is a critical step in adopting a proactive, data-driven approach to organizational safety. The Kentucky Transportation Cabinet Secretary’s Office of Safety (SOS) worked with Kentucky Transportation Center (KTC) to acquire, adapt, and rollout the Boosting Occupational Outcomes in Transportation Safety (BOOTS) system, a new SMS. Kentucky’s Traffic Collision Facts is based on collision reports submitted to the Kentucky State Police Records Branch. As required by Kentucky Revised Statute 189.635: “Every law enforcement agency whose officers investigate a vehicle accident of which a report must be made...shall file a report of the accident...within ten days after investigation of the accident upon forms supplied by the bureau.” The stated purpose of this requirement is to utilize data on traffic collisions to improve the Commonwealth’s traffic safety program. Traditional, single-discipline highway safety approaches can be augmented through multidisciplinary approaches that consider both engineering and behavioral interventions (e.g., education, enforcement, public outreach campaigns). Leveraging a systems-based conceptual framework of roadway safety, multiple forms of statistical and geospatial analysis, and SPF modeling and network screening, this report proposes and demonstrates methods for unpacking the influence of behavioral-related factors on crash occurrences and outcomes. The primary focus is on behaviors targeted in the Strategic Highway Safety Plan — aggressive driving, distracted driving, impaired driving, and driving without proper restraint (i.e., seatbelts). The equine racing industry is one of the main proponents in Kentucky’s economic infrastructure. In this industry there has come a need to investigate the nature of the proximal sesamoid bone (PSB). Breakdowns involving the PSBs are the leading cause in racehorse deaths in the industry, with still little known about what causes this bone to fracture. This study seeks to shed insight by investigating the internal structure of the PSB. Using microCT scanning, the internal porous structure was captured. From there, noticeable differences in the pores were noticed and quantified using fast Fourier transform (FFT) analysis.

Unmanned aerial vehicles (UAVs) are increasingly becoming common in animal agriculture. However, research regarding the impact of UAV disturbance on animal wellbeing is lacking or limited. The goal of this study was to investigate the effect of UAV flights on beef cattle by measuring cattle heart and movement rate when introduced to single or multiple UAV flights. A total of 16 -18 crossbred beef heifers were introduced to different flights patterns at between 5 and 9 m above ground level (AGL) at approximately 1 to 2 m/s horizontal velocity for 4 weeks with flights repeated 3 days per week. Dysarthria is a motor speech disorder often characterized by reduced speech intelligibility through slow, uncoordinated control of speech production muscles. Automatic Speech recognition (ASR) systems may help dysarthric talkers communicate more effectively. However, robust dysarthria-specific ASR requires a significant amount of training speech is required, which is not readily available for dysarthric talkers.

In this dissertation, we investigate dysarthric speech augmentation and synthesis methods. The opportunities for data collection in smart cities and communities provide new approaches for assessing risk of roadway components. This paper presents and compares two different methodological approaches for cycling safety assessment of objective and perceived risk. Objective risk was derived from speed and direction profiles collected with Global Navigation Satellite System (GNSS) and camera installed on an instrumented bicycle. Safety critical events between cyclists and other road users were identified and linked to five different roadway components. A panel of experts was asked to score the severity of the safety critical events using a Delphi process to reach consensus. …

Equine farms are building both stables for the horses to live in and additional facilities to train and work horses (Kidd et al., 1997). For many of these farms, an outdoor arena that has an all-weather footing is the first working facility built. During inclement weather the ability to train in the outdoor arenas is inhibited, which in turn means the trainers, riders, and farms lose income as money is only made when horses are working, training, and competing. What are the different perceptions on safety climate (SC) by workers and managers/supervisors engaged in the construction industry of developing countries? North American Thoroughbred racing is conducted on three types of surfaces—dirt, turf, and synthetic. The tracks are oval, and races are run counterclockwise. The loading on right and left limbs is expected to differ as a function of turn radius, banking, surface, and gait asymmetry. Hind limbs and forelimbs also have different functions related to propulsion and turning, respectively. This study uses the Equine Injury Database for race starts from 1 January 2009 through 31 December 2014, to compare injury rates across participating North American racetracks. Low back pain (LBP) is a significant issue related to spinal stability and, therefore, to trunk stiffness. Due to the nature of their work, nursing personnel are exposed to potential risk factors for LBP, such as lifting and trunk flexion, which have been reported in the literature to lead to decreases in trunk stiffness. The Kentucky Transportation Cabinet (KYTC) periodically surveys drivers to understand their perceptions of the agency’s maintenance activities. In 2020, Quadratics in conjunction with the Kentucky Transportation Center surveyed 2,400 licensed drivers throughout the state to gauge their perceptions of highway maintenance, identify areas of strength and weakness, and discern how drivers obtain information on traffic and weather conditions. Survey participants answered questions about five areas of highway maintenance — roadside features, pavement surfaces, shoulders, drainage, and signs/markings. Drivers reported being most satisfied with the maintenance of signs, guardrail, and striping. Pavement surfaces, potholes, and overall appearance garnered the lowest ratings. …

Quality issues related to commercial driver license (CDL) data present ongoing challenges to state and federal transportation agencies. This study highlights several problems with CDL data, including a lack of standardization for state-specific traffic infractions; process and workflow difficulties that degrade the accuracy, validity, and timeliness of data; adjudication procedures that can potentially mask serious violations from CDL driver history records; inadequate recordkeeping in state law enforcement citation and court case management software applications; outdated mainframe systems in urgent need of upgrades; IT personnel who are not paid enough; and insufficient reporting requirements for federal agencies that issue traffic citations. …

This manual describes the Crash Data Analysis Tool (CDAT), which can be used by KYTC staff and the agency’s work partners to securely access crash datasets. CDAT users can query and download data using flags stored during post-processing. Unlike KyOPS, however, CDAT’s location data are validated using geographic coordinates and several of county, route, and milepoint fields to ensure crashes are properly geocoded. Clinical trials focusing on therapeutic candidates that modify β-amyloid (Aβ) have repeatedly failed to treat Alzheimer’s disease (AD), suggesting that Aβ may not be the optimal target for treating AD. The evaluation of Aβ, tau, and neurodegenerative (A/T/N) biomarkers has been proposed for classifying AD. However, it remains unclear whether disturbances in each arm of the A/T/N framework contribute equally throughout the progression of AD. Here, using the random forest machine learning method to analyze participants in the Alzheimer’s Disease Neuroimaging Initiative dataset, we show that A/T/N biomarkers show varying importance in predicting AD development, with elevated biomarkers of Aβ …

Kentucky crash data for the 2015-2016 period reveal that per capita crash rates and increases in crash-related fatalities in the state outpaced the national average. To explain why the U.S. Southeast sees higher crash rates than other regions of the country, previous research has argued the region’s unique socioeconomic conditions provide a compelling explanation. Taking this observation as a starting point, this study uses an extensive crash dataset from Kentucky to examine the relationship between highway safety and socioeconomic and demographic characteristics. Structural brain changes in aging are known to occur even in the absence of dementia, but the magnitudes and regions involved vary between studies. To further characterize these changes, we analyzed paired MRI images acquired with identical protocols and scanner over a median 5.8-year interval. The normal study group comprised 78 elders (25M 53F, baseline age range 70-78 years) who underwent an annual standardized expert assessment of cognition and health and who maintained normal cognition for the duration of the study. Among the Kentucky Transportation Cabinet’s (KYTC) business units, the Department of Vehicle Regulation (DVR) has the most interactions with members of the public and other government agencies. Given its high profile and public visibility, it is critical for the department to provide high-quality customer service. Lacking data on customer perceptions of DVR’s level of service, the department commissioned researchers at the Kentucky Transportation Center (KTC) to conduct a baseline and rebaseline customer satisfaction surveys. Respiratory rate (RR) is a vital sign with continuous, convenient, and accurate measurement which is difficult and still under investigation. The present study investigates and evaluates a stretchable and wearable inkjet-printed strain gauge sensor (IJP) to estimate the RR continuously by detecting the respiratory volume change in the chest area. As the volume change could cause different strain changes at different body postures, this study aims to investigate the accuracy of the IJP RR sensor at selected postures. BACKGROUND: Early changes in acid/base and electrolyte concentrations could provide insights into the development of neuropathology at the onset of stroke. We evaluated associations between acid/base and electrolyte concentrations, and outcomes in permanent middle cerebral artery occlusion (pMCAO) model.

METHODS: 18-month-old male and female Sprague-Dawley rats underwent pMCAO. Pre-, post- (7 min after occlusion), and at 72 hr of pMCAO venous blood samples provided pH, carbon dioxide, oxygen, glucose, hematocrit, hemoglobin, and electrolyte values of ionized calcium, potassium, and sodium. Objective: Cerebrovascular disease (CVD) is the fifth most common cause of mortality in the United States. Diagnosis of CVD at an early stage is critical for optimal intervention designed to prevent ongoing and future brain injury. In the U.S., road traffic crashes are a leading cause of death. Crash data from the state of Kentucky shows that the per capita crash rates and crash-related fatalities were higher than the national average for over a decade. In effort to explain why the U.S. Southeast experiences higher crash rates than other regions of the country, previous research has argued the region’s unique socioeconomic provide a compelling explanation. Taking this observation as a starting point, this study examines the relationship between highway safety and socioeconomic characteristics using an extensive crash dataset from Kentucky.
