This paper investigates enablers and barriers for Engineering Management Degree Granting Programs offered online by universities located in the United States to students located in foreign countries. Using a strong foundation of literature research and two universities on opposite sides of the country (one east coast, one west coast) exporting online Engineering Management programs as examples, the paper investigates seven enablers and seven barriers. The enablers and barriers are reviewed in the context of delivering engineering management education online across national borders, without requiring students to travel to another country (referred to as Mode 1 service export). The analysis of data sets and process conditions commonly assume the use of standard normal distributions and truncated standard normal distributions (TSND). The use of these distributions has application to various engineering disciplines along with numerous other industries (e.g., financial industries, medical fields, management, etc.). The uncertainty inherently associated with complexity challenges decision-making processes, indicating a need for a construct for decision making in complex situations. A review of the literature on systems, complexity, and paradigms indicates that such a construct must be internally consistent with well-defined philosophical foundations and further that systems and complexity (as used in complex situations) are not necessarily internally consistent with traditional philosophical foundations. For this paper, the authors have surveyed a total of 22 engineering management (EM) programs in the United States (both accredited and non-accredited). The purpose of this study was to analyze the offering of risk management courses as part of the engineering management curriculum. The findings showed that the majority of the programs did not offer a single dedicated course on risk management and merely covered the topic as part of other courses such as project management. The purpose of this research is to develop a theoretical framework for the analysis of politics in enterprise transformations using a dialectical analysis approach (Hegel, 1989; Heraclitus, 1979; Pinkard, 1988; Skinner, 1978a, 1978b) and conduct an evaluation of the framework validity. The framework is constructed using a dialectical analysis of concepts stemming from the work of Alford and Friedland (1992) and considers four theoretical perspectives: autocratic, bureaucratic, pluralistic, and cognitive. The framework is then validated by means of qualitative metrics and adherence to critical ideology.

The minor in engineering management provides several real benefits to undergraduate engineering and engineering technology students, not the least of which can be a substantially larger starting salary. The other benefits it offers students are in the skill sets developed (project management, engineering economics, organization behavior / principles of management, and either statistical concepts or decision techniques), the preparation to start an engineering management graduate degree, and the bridging of the competency gaps identified in several national surveys.
