The rate setting process implemented by the USTRANSCOM J8 Program Analysis & Financial Management Directorate (USTC J8 or TCJ8) is of importance, as accurate rates yield proper and equitable recoupment of costs from customers and ensure USTC can achieve an accurate Net Operating Result (NOR) in each given year. This research sought to identify areas in which the current rate setting methodology can be improved. Shrinking budgets and dynamic military conflicts have driven Department of Defense (DoD) leadership to reform how the military acquires weapon systems with the goal of decreasing program schedules and costs, while maximizing performance. With fifty years of reform, the DoD has been unable to adequately control program schedule objectives. Previous research attempted to support acquisition reforms through modeling and simulation. We analyze these three factors (education, experience, and training) in an effort to identify the knowledge and skills necessary for cost analysts to possess to be effective members of cost panel evaluation teams during source selections. This research effort assesses whether the cost panel members and senior Air Force acquisition military and civilian personnel associate the levels of education, experience, and training as being key factors in fulfilling cost analysts duties while supporting the selection of a source in the government procurement process. Major Defense Acquisition Programs (MDAP) cost billions of dollars and have 30 to 50 year life spans. Numerous (federal, state, etc.) laws, Environmental Protection Agency regulations, and Executive Orders have driven DoD to develop and implement significant environmental policies within the past ten to fifteen years. Congressional mandate now requires each MDAP to evaluate its environmental life cycle cost (ELCC) to minimize these costs. This research focuses on the current methodologies and models used to predict and calculate the ELCC of a MDAP. This research compares two possible networking methods for connecting all Brazilian Air Force Materiel Command units responsible for support and operation of Brazilian Air Force's weapons systems. The network includes the use of dedicated X.25 links, and the use of a virtual Private Network using the Internet (TCP/IP) as the medium of transmission. The Brazilian Air Force Materiel Command, responsible to support operating units over a very large sparse territory, lacks an efficient media of computer communications, which makes it difficult to control the supply chain channels of materiel present in each unit, depots, and warehouses. This research focused on developing a Cost Benefit Analysis process for Program Managers to implement when deciding what technical order format-- paper, computerized or automated--to purchase. Factors which determined the outcome are costs life cycle cost considering technical order format qualitative issues characteristics which are benefits of a technical order format and system responsiveness time required to develop or modify a technical order in each format.
